Ms. Slaughter said she thinks there is a need to keep these kinds of <br />businesses in the City. <br /> <br /> Ms. Richards said she does not support the original proposal, but feels there is a public <br />benefit to having the pharmacy and thinks the use in B-1 is a rational use. Ms: Richards said <br />she would support asking the Planning Commission to recommend a properly scaled <br />commercially adapted pharmacy in that area, and asked that the motion be amended to <br />instruct the Planning Commission to recommend proper square footage and the percentage of <br />pharmaceutical and medical inventory to other retail stock. <br /> <br />Ms. Daugherty and Mr. Cox agreed to add Ms. Richards! amendment. <br /> <br /> The original text amendment was denied and the Planning Commission was instructed <br />to recommend proper square footage and the percentage of pharmaceutical and medical <br />inventory to other retail stock on the following vote. Noes: Ms. Slaughter. <br /> <br />PUBLIC <br /> <br /> Ms. Joy Johnson asked Council to vote against the change in CDBG priorities because <br />the money is meant to support low income people and the changes are against CDBG <br />regulations. Ms. Johnson asked about the public notice given for the changes. Ms. Johnson <br />said that only 10% of the housing in the City is subsidized and there is a need for more <br />affordable housing. Ms. Johnson expressed concern that there is no representative of public <br />housing on the CDBG Task Force. <br /> <br /> Ms. Emily Heule, 313-A Riverside Avenue which is public housing, said that the issues <br />raised in the amendment to the Consolidated Plan were not brought to the attention of low <br />income residents in a timely manner. <br /> <br /> Ms. Darcy Phillips, 703 Bolling Avenue, a member of the CDBG Task Force, said that <br />she feels Ms. Johnson and Ms. Heule's points are good and communication is an issue with <br />neighborhoods. <br /> <br /> Mr. Toscano said that the proposal to establish a Neighborhood Leadership Institute <br />may address the communication concerns expressed. <br /> <br /> Mr. O~Connell said that staff'have been trying to find ways to increase neighborhood <br />interest and involvement. <br /> <br /> Mr. Cox expressed concern that the CDBG process was flawed, but noted that the <br />changes were meant to target new subsidized rental units, not existing ones. Mr. Cox said he <br />would favor a more inclusive process for neighborhoods regarding the budget. <br /> <br /> Ms. Karen Kastner said that she agrees with the effort to increase middle income <br />housing, and thinks that CDBG money should be used for low income persons and she does <br />not agree with the changes regarding rental properties.
