181 <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Peacock said that the receptionist in <br />Social Services is being requested to deal with the increased volume of traffic in that <br />department. <br /> <br /> Ms. Richards said she feds the City should protest state mandates regarding the VIEW <br />program, and requested that staff find out more about CDBG funding for day care through <br />Children Youth and Families Services. <br /> <br />Mr. Cox and Mr. Toscano expressed concern about adding employees. <br /> <br /> Ms. Slaughter said that she feels that if welfare reform is going to work additional <br />resources will be needed. <br /> <br /> A majority of Council agreed to support the child day care social worker and the <br />program support II in the Department of Social Services. <br /> <br /> Ms. Linda Peacock, Assistant City Manager, explained that it is recommended that <br />marketing for some of the cultural events in Recreation be contracted out, and it is felt this <br />can be done without new money. <br /> <br /> Ms. Peacock explained that the increased costs for Washington Park are proposed to be <br />offset by charging fees at the Mclntire wading pool, increasing fees at Onesty and <br />Washington pools, and through the anticipated increase in usage at Washington pool. <br /> <br /> Ms. Slaughter asked if children can get discount passes for pools, and Ms. Peacock said <br />she would check. <br /> <br />The majority of Council agreed to support the Free Clinic given their volunteer effort. <br /> <br /> Ms. Richards suggested funding the Piedmont Housing Alliance on a one-year basis <br />from the Strategic Investment Fund. Ms. Richards said she feels the Alliance should <br />structure their activities to fit Council's priorities regarding regional affordable housing, and <br />counties other than Albemarle should pick up administrative costs. <br /> <br /> Mr. Cox said he would support funding for the Piedmont Housing Alliance, but would <br />look to fund them from housing initiatives. <br /> <br />Mr. Toscano agreed and said an evaluation should be done next year. <br /> <br /> Mr. Cox and Ms. Daugherty supporting funding Jg33A's Senior Center on E. Market <br />Street. <br /> <br /> Ms. Richards said she feels JABA needs to look to outside funding to operate the <br />Senior Center and to make it self-supporting. Ms. Richards said she would agree to one-time <br />funding of the Senior Center and evaluate the program next year. <br /> <br />Mr. Cox and Ms. Richards supported funding for the Wiseman House. <br /> <br /> Ms. Slaughter said she feels Council supported getting Wiseman House started and she <br />does not support continued funding. <br /> <br /> Mr. Toscano recommended that the funding requested by the Historic Resources Task <br />Force be taken out of historic renovation funds. <br /> <br />STRATEGIC INVESTIvlENT FUND <br /> <br /> Ms. Slaughter recommended that a subcommittee of Council meet to look at criteria for <br />use of the Strategic Investment Fund. <br /> <br /> <br />
