Mr. Cox said he hopes that Mr. Johnson will <br />take part in the discussions of the overall restructuring of the Housing Authority. <br /> <br />CONSENT AGENDA <br /> <br /> Responding to questions from Ms. Richards, Mr. Jim Marshall, Traffic Engineer, said <br />that several residences on E. Jefferson Street do not have off-street parking, and he believes, <br />but is not sure, that commuters come from the National Ground Intelligence Center and <br />medical buildings in the area. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved. <br /> <br /> Ms. Judith Mueller, Director of Public Works, accepted the proclamation proclaiming <br />Public Works Week on behalf of all Public Works employees. <br /> <br />- a. RESOLUTION: Proclaiming Public Works Week <br /> <br /> WHEREAS, public works services provided in our community are an integral part of <br />our citizens' everyday lives; and <br /> <br /> WHEREAS, the support of an understanding and informed citizenry is vital to the <br />efficient operation of public works systems and programs such as water, sewer, gas, streets <br />and highways, public buildings, solid waste collection, transit, and parks; and <br /> <br /> WHEREAS, the health, safety, and comfort of this community greatly depends on <br />these facilities and services; and <br /> <br /> WHEPd~AS, the efficiency of the qualified and dedicated personnel who staff public <br />works departments is materially influenced by the people's attitude and understanding of the <br />importance of the work they perform; <br /> <br /> NOW, THEREFORE, I, Katherine E. Slaughter, Mayor of the City of Charlottesville, <br />on behalf of the City Council, do hereby proclaim the week of May 17 through 24, 1998 as <br />NATIONAL PUBLIC WORKS WEEK in the City of Charlottesville, and call upon all <br />citizens and civic organizations to acquaint themselves with the issues involved in providing <br />our public works and to recognize the contributions which public works officials make every <br />day to our health, safety, comfort, and quality of life. <br /> <br />b. RESOLUTION: Approving Cafe Permit for Moondance Restaurant <br /> <br /> WHEREAS, Mr. John Slaughter has applied to City Council for a permit to operate an <br />outdoor cafe on the pedestrian mall at 201 East Main Street in connection with the operation <br />of his duly licensed restaurant (Moondance Cafe); and <br /> <br /> WHEREAS, this Council finds that the proposed outdoor cafe is in keeping with the <br />intent of the pedestrian mall, can add significantly to successful commerce in the downtown <br />area, will not ur, reasonably restrict the movement of pedestrian traffic and will not endanger <br />the public health, safety or welfare; now, therefore, <br /> <br /> BE IT RESOLVED that John Slaughter is hereby granted a permit to operate an <br />outdoor cafe on the pedestrian mall at 201 East Main Street, subject to the following <br />conditions and terms: <br /> <br /> 1. The permit shall be valid from its adoption until November 30, 2000, for operation <br />of the cafe during the months of March through November. Not later than November 30 of <br />each year, the operator shall remove from public property all furniture and equipment used <br />for such cafe operation. <br /> <br /> <br />
