224 OTHER BUSINESS On motion by Ms. Richards, seconded by Ms. Daugherty, Council unanimously voted to meet in executive session for the purpose of discussing appointments to various City boards or agencies and one other personnel matter, both authorized by Section 2.1-344(A) (1) of the Virginia Code; and for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys pertaining to actual or probable lit~ation, or other specific legal matters requiring the provision of legal advice by counsel (two separate matters), as authorized by Section 2.1-344(A)(7) of the Virginia Code. An executive session on the second of these two matters (changes in the form of local govermnent and related alternatives) is also authorized by Section 15.2-2907(D) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Toscano, seconded by Ms. Daugherty, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. The meeting was adjourned. Pi:e~ident .L/ COUNCIL CHAMBER - June 15, 1998 Council met in regular session on this date with the following members present: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter. Absent: Mr. Toscano. Ms. Daugherty presented outgoing Mayor Slaughter with a proclamation and flowers and thanked her for her eight years of serv~ice on Council. Ms. Richards said that Ms. Slaughter has been a role model for women and their daughters in the community. PUBLIC Ms. Ma~ MacNeil, 710 Ridge Street, referring to the request by Albemarle County that Meadowcreek Parkwa~¥, Phases I and II, and other City streets be designated as primary_ roads, questioned how the City could support this and also its desire to restrict the Meadowcreek Parkway to truck traffic since she understands that trucks must be allowed on primaw roads. Mr. Kevin Cox, 311 Fairway Avenue, said that the City's ten new buses are terrific and a good purchase, but he expressed concern with the administrative decision to remove advertising from City buses and the resulting loss in revenue. Mr. Cox asked Council to over-rule this decision. Referring to Ms. MacNeil's comments, Ms. Slaughter said that the City is checking VDOT regulations regarding trucks on primary_ roads. CONSENT AGENDA The minutes of May 4 were amended by Ms. Richards and of May 18th amended by Ms. Richards and Ivlr. Cox. Ms. Richards said she would like to see property owners use the construction occurring there as an opportunity to revitalize ail the commercial properties on 9th Street and King.
