Absent: Ms. <br />Richards and Ms. Slaughter. <br /> <br />LUNCH MEETING WITH SCHOOL BOARD <br /> <br /> Ms. Nancy Gercke, Early Childhood Development Coordinator for City Schools, and <br />Ms. Kathy Dowd, Coordinator for the Evenstart Program, reviewed the terms of the <br />Evenstart grant and proposed program. The program will serve 36 adults with no high <br />school diploma or G.E.D. who has a child six weeks to four years. The program will operate <br />year-round, will interface with Headstart, and will work with TeenSight, Growing Healthy <br />Families, Region Ten Community Services Board, and Literacy Volunteers. <br /> <br /> Ms. Dowd reviewed the profile of applicants for the program, but said that applicants <br />are not asked if they are African-American. <br /> <br /> Mr. Cox said he feels whether or not an applicant is African-American is an important <br />statistic and may impact who is hired. <br /> <br /> Ms. Gercke said that 12 positions will be hired, and said that Mr. Cox's <br />recommendation about hiring African-Americans had been noted when he mentioned it at an <br />earlier date. <br /> <br /> Mr. Cox suggested that Evenstart staff look at partnering with African American civic <br />organizations and forge communication with other services provided by the City, including <br />the Housing Authority. <br /> <br /> Responding to a question from Ms. Daugherty about how the Evenstart Program will <br />interface with welfare refo~xn, Ms. Dowd said that they are exploring Evenstart being a <br />qualified work site for welfare recipients. <br /> <br /> Responding to a question from Ms. Linda Bowen, School Board member, Ms. Gercke <br />said that $10,000 of the Evenstart grant is required to go toward a State evaluator for the <br />program. <br /> <br /> Ms. Gercke noted that the physical restraints of Jefferson School may restrict the <br />number of infants and toddlers that are served by the program. <br /> <br /> Future topics for discussion at School Board/Council lunch meetings included: <br />gainsharing, alternative concepts, foreign language, uniforms in schools, program nationally <br />that have addressed the disparity between performance of black and white students, charter <br />schools, and training for high technology fields. <br /> <br /> The meeting was adjourned. <br />President ~/Y <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Tuesday, June 23 AT <br />5:00 p.m IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> APPOINTMENTS: School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> <br />
