238 <br /> <br /> Ms. Daugherty, referring to criticisms of her statement about the ranking of the <br />Housing Authority, said that she does not agree with the way HUD does its scoring and <br />Charlottesville's score was reduced because the Housing Authority refused to adopt the <br />one-strike and you're out drug policy without further discussion. Ms. Daugherty assured the <br />audience that she is dedicated to improving the Housing Authority, Ms. Daugherty said that <br />poverty is a great problem in the Charlottesville community and the community must work <br />together to address it. <br /> <br /> Mr. Cox said that a number of issues have been brought up that merit serious <br />consideration and that he feels address the state of race relations in the City. Mr. Cox said <br />the City needs to find some way to address these issues, and he feels they merit a formal <br />policy from Council. Mr. Cox asked if Council is required to discuss board appointments in <br />executive session. <br /> <br /> Mr. Clyde Gouldman, City Attorney, replied that the State Code allows, but does not <br />require that board appointments be discussed in executive session. <br /> <br /> Mr. Cox encouraged Council to explain their reasons for board appointments publicly, <br />not just behind closed doors. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Daugherty said that the resolution amending the Jail Agreement will be deferred to <br />a future meeting. <br /> <br /> Ms. Daugherty made a motion to amend the resolution granting a special permit for <br />718 West Street to require that the six foot fence continue ail the way around the play area. <br />Ms. Daugherty said she has spoken to the owner about this condition and she is agreeable. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the following consent agenda items <br />were approved, with Ms. Richards absent, with the special permit for 718 West Street <br />amended as suggested by Ms. Daugherty, and with Mr. Caravati abstaining from voting on <br />the special permit as he was not present at the Planning Commission public hearing where it <br />was discussed <br /> <br />a. APPROPRIATION: $49,842 - Summer Nutrition Program (Grant) (2nd reading) <br /> <br /> WHEREAS, the U. S. Department of Agriculture (USDA) has established the Summer <br />Food Service Program to bring about an increased awareness of the critical importance of <br />proper nutrition for children and a belief that school vacation should not end the availability <br />of nutritious meals for children; and <br /> <br /> WHEREAS, the City of Charlottesville shares the same concerns as the USDA; now, <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that a <br />Summer Food Service program be established as part of the City of Chartottesville's Summer <br />Recreation programs and $49,842.00 is hereby appropriated from the unappropriated balance <br />of the General Fund to account code 11-042-062028 in the Grants Fund for the purpose of <br />carrying out this program. Such appropriation shall be conditioned upon the substantial <br />reimbursement to the General Fund by the USDA. <br /> <br />b. RESOLUTION: Special permit for 718 West Street <br /> <br /> WHEREAS, Sarah Yarney, owner of the property at 718 West Street, has requested a <br />special use permit to allow operation of a child care facility at 718 West Street. This <br />property is further identified as Parcel 258 on City Real Property Tax Map 31, having <br />approximately 40 feet of frontage on West Street, and containing approximately 4,800 square <br />feet oftand or. 11 acres; <br /> <br /> <br />
