240 <br /> <br />PUBLIC <br /> <br />There were no matters by the public <br /> <br />OTHER BUSINESS <br /> <br />Mr. Toscano aSked that funding issues be clarified in the jail agreement. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> Ms. Daugherty announced Council representation on committees as follows: Thomas <br />Jefferson Planning District Commission - Richards; Retirement Commission - Cox and <br />Daugherty; Strategic Investment Fund; Cox and Toscano; Downtown Property Owners - <br />Richards and Toscano; Train Station Committee - Daugherty and Toscano; Planning and <br />Coordinating Council (PACC) - Daugherty and Toscano; View Steering Committee - <br />Daugherty; Thomas Jefferson Venture - Cox and Toscano; Meadowcreek Treatment Plant <br />Property - Daugherty and Toscano; Towe Park Con'anittee - Caravati and Cox; School <br />Capital Projects Committee - Caravati and Richards; Police Complaint Review Panel - <br />Daugherty; and Audit Committee - Caravati and Richards. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council voted, with Ms. <br />Richards absent and Mr. Cox voting against the motion, to meet in executive session for the <br />purpose of discussing appointments to boards and commissions as provided by Section <br />2.1-344(A)(I) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by Mr. <br />Caravati, certified, with Ms. Richards absent, that, to the best of each member's knowledge, <br />(i) only public business matters lawfully exempted from open meeting requirements by <br />Virginia law were discussed in the executive meeting to which this certification resolution <br />applies, and (ii) only such public business matters as were identified in the motion convening <br />the executive meeting were heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Mr. Caravati was appointed as <br />the Council representative on the Albemarle-Charlottesville Regional Jail Board, and Ms. <br />Daugherty was appointed to the Social Services Advisory Board, with Ms. Richards absent. <br /> <br /> The meeting was adjourned. <br />Presider/a/ <br /> <br />COUNCIL CHAMBER- July 20, 1998 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br /> Ms. Daugherty said she would like to open the meeting with a brief statement <br />addressing issues raised by some community members and press in the last couple of <br />weeks. <br /> <br />"I am very sorry about the confusion that has arisen and apologize if anyone was <br />hurt by statements attributed to me and Ms. Richards. I believe this storm has taken cnvay <br />from what we need to do as a Council and a community. We need to work together on <br />the real problems: inadequate housing of all kin&, jobs that do not pa), a decent wage, <br />unsafe neighborhoods, lack of attention to children and their needs, and systemic racism. <br />This is our challenge and it will take everybody to do it. Council has been and is <br />committed to this task. I propose to Council that we use a section of our planning retreat <br />for a discussion of racism in the city and in city government. We can prepare for this <br />session by getting staff to report on employment statistics in city government and schools, <br /> <br /> <br />
