252 <br /> <br />DISCUSSION: COMPOSITION OF CHARLOTTESVILLE REDEVELOPMENT <br />AND HOUSiNG AUTHORITY <br /> <br /> Ms. Daugherty reviewed ideas that have been suggested for consideration by <br />councilors regarding the future composition of the Housing Authority Board: having a <br />temporary board composed of thee Councilors and only those current members whose <br />terms have not expired; ask all current members to resign and appoint a new board; <br />continue the composition as it is now; expand the board by two or more, perhaps just for <br />a transition period; place the Director under the supervision of the Cky Manager; appoint <br />a separate resident advisory board; appoint a task force to study the mission and structure <br />of CRHA and the board. Ms. Daugherty said a proposal has been made to discuss the <br />matter in depth at a work session. <br /> <br /> Mr. Cox said he would favor discussing the matter tonight as a prelude to a work <br />session. Mr. Cox said he feels the implications of disbanding the board needs to be <br />discussed and the issue is do you dismantle the instrument or change the individuals. Mr. <br />Cox said he is more inclined to work with the composition and mix of personalities on <br />the board. Mr. Cox said he feels the leadership of the executive director presented <br />significant problems as did the number of Councilors present on the board and total lack <br />of training for members. Mr. Cox said that he would like to come up with a specific <br />solution on how to create a greater balance on the board, but dismantling the board is not <br />an option for him. <br /> <br /> Responding to a question from Mr. Cox, Mr. Gouldman said that State law says <br />that the membership of the board continues until appointments are made. <br /> <br /> Mr. Caravati said that he does not favor dismantling the board at this time. Mr. <br />Caravati said he is concerned about state and national trends and financial realities of <br />public housing and other subsidized housing. Mr. Caravati said he would favor including <br />the issues of public and subsidized housing in the housing study being conducted by the <br />Planning Commission <br /> <br /> Ms. Richards said Council needs to discuss the potential role of the Housing <br />Authority in development and redevelopment and to look al the future financial security <br />of the Housing Authority. Ms. Richards said she would tike to involve the community in <br />that discussion. Ms. Richards said that if the role of the Housing Authority is changed, <br />then Council may want to change the members. Ms. Richards said she feels resident <br />commissioners bring value to the board. <br /> <br /> Ms. Daugherty invited the public to provide their thoughts to Council about any <br />aspects of the discussion. <br /> <br /> Mr. Cox said he would like to know what the precedent is for having Councilors <br />on the board. Mr. Cox said it is disturbing to think about not having resident <br />commissioners on the board, and he would like to discuss the possibility of increasing the <br />number of resident commissioners. Mr. Cox said he would prefer to have a public forum <br />for the public to comment rather than have individuals call Councilors. <br /> <br />Ms. Daugherty allowed members of the public to comment on the discussion. <br /> <br /> Ms. Joy Johnson, a resident of Hardy Drive and a CRI-LA Commissioner, noted <br />that other Housing Authorities have dealt with the issue of conflict of interest in their <br />lease process. Ms. Johnson noted that proposed changes in Congress may make resident <br />commissioners a.requirement in order to receive certain funding. <br /> <br /> Mr. Ben Thacker-Gwaltney, 308 Attavista Avenue, MACAA community <br />organizer, said he does not agree that resident commissioners have a conflict of interest, <br />and he asked people in the audience to stand if they agree that two resident <br />commissioners should continue on the board. A number of people in the audience stood <br />in support. <br /> <br /> Ms. Emily Heule, Riverside Avenue, and a CRHA Commissioner, said she is <br />disturbed that the public will not be allowed to comment at the work session and that <br /> <br /> <br />
