255 <br /> <br /> Ms. Mary-Susan Payne, Chair of the School Board, said that efforts are being <br />made to make principals be more instructional leaders ra~her than administrators and to <br />eliminate having teachers teach in isolation. <br /> <br /> Ms. Richards said that she is struggling with how the deficiencies discussed have <br />differentially worked to the detriment of black students in the system and how the <br />changes will benefit them. <br /> <br /> Dr. Symons said that Ms. Richards' question raises the deeper issue of how the <br />community at large will help with the issue. <br /> <br /> The meeting was adjourned. <br />President(J <br /> <br />COUNCIL CHAMBER - August 17, 1998 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Ms. Daugherty, Ms. Richards, Mr. Toscano. Absent: Mr. Cox <br /> <br />RECOGNITION: GOVERNMENT FINANCE OFFICERS' ASSOCIATION <br />CERTIFICATE OF ACHIEVEMENT <br /> <br /> Ms. Daugherty presented the Government Finance Officers' Association <br />Certificate of Achievement to Ms. Rita Scott, Director of Finance. <br /> <br /> Ms. Scott accepted the award on behalf of the Finance Department staff, and <br />noted that this is the 18m year the City has received the award. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Toscano, seconded by Mx.
