258 <br /> <br /> Mr. O'Connell noted that the University has steadfastly held to their commitment <br />about parking. <br /> <br /> Ms. Richards noted that the Neighborhood Protection Task Force had discussed <br />broadening the boundaries of permit parking zones rather than doing them street by <br />street, and she said that she would favor this approach. <br /> <br /> Mr. Toscano said that the Neighborhood Protection Task Force felt that parking <br />was a major issue facing neighborhoods and said that if staff feel there is another way to <br />address these concerns he would like to know their ideas. <br /> <br /> Ms. Richards said she would like to enlist the help of residents to enforce permit <br />parking, and suggested that a special telephone number be established for this purpose. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. ~Caravati, the concept of the new <br />permit parking regulations for University Circle was approved by the following vote. <br />Ayes: Mr. Caravati, Ms. Daugherty, Ms. Richards, Mr~ Toscano. Noes: None. Absent: <br />Mr. Cox. <br /> <br />ORDINANCE: ALLOWING PI-L/kRMACY RETAIL SPACE BY SPECIAL PERMIT <br />IN B-1 ZONE <br /> <br /> Ms. Daugherty explained that this issue was placed back on Council's agenda <br />because the majority of Council wanted to reconsider it. Ms. Daugherty said that the <br />applicant has said that he was not formally notified that the item was on the previous <br />agenda. <br /> <br /> Mr. Toscano noted that the text amendment would apply citywide, not just with <br />this property. <br /> <br /> Ms: Richards said that the Planning Commission did a comprehensive study of <br />what would be the best use for the property and what an appropriate amount of square <br />footage for retail pharmacy space would be in a transitiOn zone. As a result, the 4,000 <br />square feet was recommended. <br /> <br /> Ms. Daugherty said that she feels the proposal balances the needs of the business <br />and neighborhood concerns. <br /> <br /> Mr. Toscano made a motion to approve the ordinance. Mn'. Toscano said that the <br />issue has been discussed extensively for months, and a decision was made by Council to <br />send it back to the Planning Commission for their recommendation for a smaller square <br />footage. Mr. Toscano said that the issue has also been discussed extensively with the <br />neighborhood and significant neighborhood support exists for the proposal. Mr. Toscano <br />said that one reason to support the ordinance is because of the importance of the process <br />and the collaboration that occurred. <br /> <br /> Ms. Richards seconded the motion to approve the ordinance allowing pharmacy <br />retail space by special permit in B- 1 zones and it was carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Toscano expressed concern about the lack of enforcement of the <br />skateboarding prohibition on the downtown mall. Mr. Toscano said that some offenders <br />flaunt the taw, but others aPpear not to know the law prohibiting it, and suggested that <br />signs be erected showing what is prohibited. <br /> <br /> <br />
