264 <br /> <br /> Mr. Caravati said he has worked with non-profit boards, which contain clients, <br />and they set up nominating committees which do not include client members to make <br />hiring recommendations. <br /> <br />Mr. O'Connell said he feels a larger tenant advisor3, board needs to be considered. <br /> <br /> Ms. Daugherty requested that more information be gathered on linking the <br />director to the City Manager and City. <br /> <br /> Ms. Richards said there has been an ultimate disconnect in some cities between <br />the City and the Housing Authority and Council needs to assure that this does not happen. <br /> <br /> Councilors discussed the need to chose a method for establishing the Authority's <br />future mission and permanent role, including: having a task force study the mission; hold <br />a one-day summit; Council meeting with panels of citizens from different areas, <br />including social service agencies, business, and public housing residents. The need to do <br />research before proceeding with any of the above was also discussed. <br /> <br /> Ms. Richards said that if the Housing Authority is to have a role in the City's <br />housing strategy, businesses in the community need to be involved, either as a panel or <br />focus group. Ms: Richards said she feels that people from neighborhoods should be more <br />involved in the decision-making of the Housing Authority. <br /> <br /> Mr. Cox said he likes the idea of initiating a community-wide discussion, and said <br />that Council shouldn't aspire to a quick fix. Mr. Cox said there should be structured and <br />facilitated panel discussions, using professional consultants who do reorganization work <br />with housing authorities and who could work with the director or interim board for a <br />period of time. <br /> <br /> Mr. Toscano said he feels that the new executive director will need good skills in <br />process. Mr. Toscano said he feels a lot of education needs to be done in the community <br />about public housing, as there is not much of a concept of public housing at this time. <br /> <br /> Mr. Toscano asked if funds are available to the Housing Authority to hire a <br />consultant and it was determined that funds are likely available. <br /> <br /> Mr. Cox suggested that Housing Authority funds could be matched with City <br />neighborhood funds. <br /> <br /> Ms. Daugherty said she hears consensus on having a long period of meetings with <br />different people in the community regarding the future direction of the Housing <br />Authority. <br /> <br /> Mr. Cox said he would support leadership training for resident members of the <br />Housing Authority Board and suggested that resident organizations could be funded so <br />that they could train their own members for serving on boards. <br /> <br /> Ms. Richards said that a congressional committee is discussing requiring public <br />housing resident members on housing authority boards, with the resident chosen by a <br />democratic election. Ms. Richards said she feels this is an interesting suggestion and she <br />would like to see it pursued. <br /> <br /> Mr. Toscano asked that the Housing Authority Board, in search for a new <br />director, assure as inclusive an interview process as possible. <br /> <br /> Ms. Daugherty said she is hearing a consensus that Council move forward with an <br />imerim board, but added that she is not hearing consensus on whether or not the director <br />should be supervised by the City Manager until more information is provided. <br /> <br /> Mr. Toscano said he believes there is a lot of interest in establishing a link <br />between the Housing Authority director and the City, but that the line of authority <br />remains unclear. <br /> <br /> <br />
