275 <br /> <br /> IX&. Dan Fielding with City Schools discussed the School's involvement with <br />workforce development. Mr. Fielding said that a school to career approach to learning is <br />being used, with goals developed to provide better education, better jobs, and role <br />models. Mr. Fielding said that the schools are working collaboratively with area <br />businesses to: restructure the career guidance program, integrate academic instruction and <br />career preparation, provide better linkages with the community college, and provide <br />professional development for teachers. <br /> <br /> Ms. Laurie Koehler, Director of the Charlottesville-Albemarle School Business <br />Alliance, said that CASBA has been facilitating the connection between school and work <br />and is developing a job fair. Ms. Koehler said there has been considerable <br />communication with technology businesses, schools, the Chamber of Commerce, and <br />Piedmont Virginia Community College regarding developing a coordinated workforce <br />development system. <br /> <br /> It was agreed that the issue ofworkforce development would be revisited in the <br />spring by Com)cil and the School Board. <br /> <br /> The meeting was adjourned. <br />Pre~id~en~Wt~/~ ~)cc ~~ <br /> <br />COUNCIL CHAMBER - September 21, 1998 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br /> Mr. O'Connell introduced Mr. Galloway Beck, the City's new Director of Human <br />Resources. <br /> <br />PUBLIC <br /> <br /> Ms. Karen Kaster, 93 7 Belmont Avenue, representing the Belmont Neighborhood <br />Association, thanked Council and City staff for their support for the Belmont Bash and <br />read a letter concerning the breakdown of the traffic calming process in Belmont. Ms. <br />Kaster said that the neighborhood hopes to present a unified comprehensive traffic plan <br />to Council and to be able to assure that all residents have had an opportunity to <br />participate in the process. <br /> <br /> Ms. Priscilla Whiting, 404 10 1/2 Street, expressed concern about unfair treatment <br />of black residents in the community. Ms, Whiting referred to a situation regarding an <br />African-American youth detained by the police, the statement attributed to Mr. John <br />Isom, Jail Superintendent in The Observer referring to an inmate as "colored," to the <br />Housing Authority composition discussion, to an increase in rent at carver Recreation <br />Center, denial of use of a room there by children, and the requirement that two police <br />officers be on hand at events at Carver as examples of unfair treatment. <br /> <br /> Ms. Daugherty said that Mr. Isom did not make the remark attributed to him in <br />The Observer. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the following consent <br />agenda item was approved by the following vote.
