280 <br /> <br />PUBLIC <br /> <br /> Ms. Joy Johnson encouraged Council, as it discusses the future mission of the <br />Housing Authority, to be mindful that federal guidelines must be followed. Ms. Johnson <br />said that she will be available to provide input on the mission of the Authority. <br /> <br /> Mr. Cox noted that Ben Thacker-Gwaltney has expressed interest in becoming <br />involved in discussions about the mission of the Housing Authority. Mr. Cox said that <br />the issue is a complex one, and:the City might want to engage a consukant with national <br />experience to help during-the process <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Daugherty said that the newly appointed Public Defender has requested that <br />Council appoint a member to an advisory committee for his office and suggested that the <br />position be advertised. <br /> <br /> Ms. Daugherty said that the Virginia Municipal League has announced that <br />Charlottesville will receive an award for its work in neighborhoods at the upcoming <br />VML conference. <br /> <br />APPROPRIATION: $1,320 - SOBRIETY CHECKPOINT GRANT <br /> <br /> Mr. O'Connell explained that the City has just received notification that it has <br />been awarded a $1,320 sobriety checkpoint grant, and requested that Council take action <br />on the appropriation. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the $1,320 Sobriety <br />Checkpoint Grant appropriation was offered and carried over to the next meeting for <br />consideration. <br /> <br /> Ms. Richards asked that Council be provided information on the constitutional <br />amendments that will appear on the ballot in November concerning regional cooperation <br />and forming regional agreements and consider taking a position at the next meeting. <br /> <br /> Ms. Daugherty announced that due to the Virginia Municipal League Conference <br />the October 5th Council meeting has been cancelled. <br /> <br /> On motion by Ms. Richards, seconded by 5/Ir. Caravati, Council voted to meet in <br />executive session to consider the acquisition or use of real property for public purpose, or <br />the disposition of publicly held property, as authorized by Section 2.1-344(A)(3) of the <br />Virginia Code, more specifically described as 1) property on Water Street and 2) property <br />on West Main Street), and for the purpose of consultation with legal counsel and <br />briefings by staff members, consultants or attorneys pertaining to actual or probable <br />litigation, or other specific legal matters requiring the provision of legal advice by <br />counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code, by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None. <br /> <br /> Council reconvened in open session and, on motion by Mr. Cox, seconded by Mr. <br />Caravati, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification resolution applies, and (ii) <br />only such public business matters as were identified in the motion convening the <br />executive meeting were heard, discussed or considered by the Council by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None. <br /> <br /> The meeting was adjourned. <br />Presiden0 <br /> <br /> <br />
