281 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETiNG OF THE COUNCIL WILL BE HELD ON Saturday, October 3, <br />1998 AT 8:30 a.m. iN THE Charlottesville Ice Park. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Annual Council Retreat <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />CHARLOTTESVILLE ICE PARK - October 3, 1998 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />Ms. Bev Wann facilitated the Council retreat. <br /> <br /> Ms. Daugherty said that she hopes Council can have: a common vision; shared <br />love of community; flow between Councilors and flow between Council and the public; <br />courage to act on issues; fun ,vhen it comes together. <br /> <br /> Expectations for the annual retreat expressed by Council and staff included: fine <br />tune what is already in motion; more focused economic development effort (Council <br />involvement in activities of the Director of Economic Development); agreement on 2-3 <br />policies and creation of a process that makes for an effective Council; a common vision <br />and how to get there; identification of major issues. <br /> <br /> Ground rules discussed included: attention to listening; respecting ideas; honesty; <br />lack ofprovincialness (keep whole city in mind); encourage connection between different <br />ideas; keep realistic goals that can be done with existing staff <br /> <br /> Councilors and staff separated into small groups and listed successes for the year, <br />trends in the community, and potential opportunities for the future. <br /> <br />Successes: <br /> <br />Economic investment <br />Bike path system <br />School board initiatives <br />Human Resources Director, Police Chief, Public Information Officer hired <br />Award winning neighborhood programs <br />Housing Strategy begun <br />Neighborhood conferences <br />Staffs neighborhood focus <br />Downtown Mall has consolidated <br />Looking to future of Housing Authority <br />Started traffic calming <br />Good financial year <br />Lessons learned from reversion <br />School improvements <br />School system on track (re: progress) <br />Neighborhood sweeps (public relations) <br />Neighborhood initiatives (transition zone) <br />Permit parking University Circle <br />Tourism (Council, Convention Center, marketing) <br />West Main design control district <br />Police Department more stable <br />Hot business climate <br />Business leadership in welfare reform <br /> <br /> <br />
