Mr Toscano noted that some of the topics suggested for discussion with PACC have been previously discussed and U. Va. has responded by providing a data base for students, guaranteeing a parking space for each student with a car, and agreeing to have UTS come to the transfer station on West Main Street. Mr. Toscano said that City and University staff could explore renegotiating the service agreements if a decision is made to do that. It was also noted that the PACC has agreed to look at the planning and land use portions of the Community Vision Statement to see whether it has been productive. Ms. Richards said she would like to see U.V a. create a house bank program, buying homes and renting them to facility to prevent them being demolished for apartments. Mr. Toscano said that he does not think the City will get an agreement with U. Va. to create a house bank program or to house more of its students, so he feels the City needs to take actions itself to address these areas. It was agreed that Ms. Daugherty and Mr. O'Connell would talk with officials from U. Va. about ideas raised. Neighborhoods: Reorient the Comprehensive Plan to neighborhood planning: Planning Commission and staff.go to neighborhood events; concentrate resources on problems in specific neighborhoods: back to staff neighborhood team (enforcement/new ordinances); educate and involve the public to obtain community buy-in. Include community/ neighborhood meetings on Council's monthly caIendar with a name and contact; include a session for landlords at the Neighborhood Leadership Institute. Ms. Wann asked what Councilors feel worked well for the retreat, and they responded that they liked Councilors and staff.working together. Ms. Daugherty suggested that consideration be given to using a work session format for one of the regular monthly Council meetings in light of the number of work sessions recommended to address issues. Councilors were asked to return suggestions on how Council can be more effectively together, and how meetings can be made more effective to the Clerk within a week. The meeting was adjourned.
