Board of Visitors. <br /> <br /> Mr Toscano noted that some of the topics suggested for discussion with PACC <br />have been previously discussed and U. Va. has responded by providing a data base for <br />students, guaranteeing a parking space for each student with a car, and agreeing to have <br />UTS come to the transfer station on West Main Street. Mr. Toscano said that City and <br />University staff could explore renegotiating the service agreements if a decision is made <br />to do that. <br /> <br /> It was also noted that the PACC has agreed to look at the planning and land use <br />portions of the Community Vision Statement to see whether it has been productive. <br /> <br /> Ms. Richards said she would like to see U.V a. create a house bank program, <br />buying homes and renting them to facility to prevent them being demolished for <br />apartments. Mr. Toscano said that he does not think the City will get an agreement with <br />U. Va. to create a house bank program or to house more of its students, so he feels the <br />City needs to take actions itself to address these areas. <br /> <br /> It was agreed that Ms. Daugherty and Mr. O'Connell would talk with officials <br />from U. Va. about ideas raised. <br /> <br />Neighborhoods: <br /> <br /> Reorient the Comprehensive Plan to neighborhood planning: Planning <br />Commission and staff.go to neighborhood events; concentrate resources on problems in <br />specific neighborhoods: back to staff neighborhood team (enforcement/new ordinances); <br />educate and involve the public to obtain community buy-in.
