301 <br /> <br /> Mr. Toscano noted that Council has expressed concern about the proposed <br />intersection of the Parkway at the 250 Bypass, and the architect was brought in to be an <br />independent eye and to amend the design of the master plan to include the Parkway. <br /> <br /> Mr. Caravati said he would favor more public discussion among Council on the <br />issue rather than a public hearing. <br /> <br /> Mr. Cox said he does not necessarily see it as a public hearing, but he would like <br />to know the rationale for why the architect thinks that a no-build option is pertinent, and <br />would like the discussion to have a public airing. <br /> <br /> Mr. Toscano said he wanted to make sure Council is in synch that such a <br />discussion would not be a public hearing. <br /> <br /> Ms. Daugherty suggested that perhaps public comment could be made at a <br />different time. <br /> <br /> Ms. Richards said she would agree to have a discussion in public, but would not <br />favor having a public hearing. <br /> <br /> Ms. Daugherty announced that for at least the next three months, Council will <br />hold its regular meeting on the first Monday of the month, but will hold a work session <br />on a variety of topics identified as priorities in Council's retreat, for the second meeting <br />of the month. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, Council voted to meet in <br />executive session for the purpose of appointing members to various City boards or <br />agencies, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of <br />considering the acquisition or use of real property for public purpose, or the disposition <br />of publicly held property, as authorized by Section 2.1-344(A)(3) of the Virginia Code, <br />and more specifically described as the Union Station project; and for the purpose of <br />consultation with legal counsel and briefings by staff members, consultants or attorneys <br />on two matters pertaining to actual or probable litigation, or other specific legal matters <br />requiring the provision of legal advice by counsel, as authorized by Section 2.1- <br />344(A)(7) of the Virginia Code by the following vote: Ayes: Mr. Caravati, Mr. Cox, <br />Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> Council reconvened in open session and, on motion by , seconded by , certified <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, h/ir. George Tramontin <br />was reappointed to a four-year term on the Jefferson-Madison Regional Library Board by <br />the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. DaughertY, Ms. Richards. Noes: <br />None. Abstaining: Mr. Toscano. This term will expire on August 31, 2002. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, Ms. Grace Tinstey was <br />appointed as the City representative on the Public Defender's Advisory Committee by the <br />following vote.
