291 <br /> <br />Develop a Service Agreement among the Commission and the <br />Participating Jurisdictions to establish the basis on which the <br />Participating Jurisdictions will commit juveniles to custody in the New <br />Facility. <br /> <br />Take such actions as may be necessary to insure maximum allowable <br />state participation in the cost of constructing, equipping and operating <br />the New Facility. <br /> <br />Upon approval of the Service Agreement by the Participating <br />Jurisdictions, issue such debt obligations as the Commission may <br />deem necessary too fund the development of the New Facility, <br />including any costs incidental to the issuance of such debt, the <br />establishment of reasonable operating and debt service reserve, or any <br />costs incurred by the Commission in anticipation or execution of such <br />development or the opening of the New Facility. <br /> <br />Arrange for interim financing, from one or more of the Participating <br />Jurisdictions or otherwise, and agree to reimburse any of the <br />Participating Jurisdictions for any sums advanced or expenses incurred <br />on the Commission's behalf prior to the Commission's securing <br />permanent financing. <br /> <br />After securing the necessary financing, proceed with the design, and <br />construction and equipping of the New Faeiiity and employ architects, <br />engineers, financial advisors, attorneys, contractors and other technical <br />experts as necessary to complete such project. <br /> <br />f. Retain the necessary staff, and adopt rules and regulations as necessary <br /> to operate the facility. <br /> <br />Any Participating Jurisdiction may withdraw unilaterally from <br />membership in the Commission at any time prior to its approval of the <br />Service Agreement. After approval of the Service Agreement and until <br />any outstanding debt obligations of the Commission have been fully paid, <br />no Participating Jurisdiction may withdraw from membership in the <br />Commission without the unanimous consent of the remaining Participating <br />Jurisdictions. <br /> <br />5 By the adoption of this Resolution, the governing bodies of the <br />Participating Jurisdictions respectfully request the Virginia Board of Juvenile <br />Justice to approve the maximum allowable state participation in funding the cost <br />of construction, equipping and operating the aforesaid New Facility, subject to <br />further approval of a planning study and final design, as provided by law, and <br />further request the Virginia Board of Juvenile Justice to seek to have the <br />appropriate language indicating the future commitment of state funds included in <br />the 1999 amendments to the Appropriation Act for the current biennium, with <br />actual expenditure of such funds not anticipated to occur until after July I, 2000. <br /> <br />ORDIINANC_ E: DOG LICENSE AMENDMENT <br /> <br /> Mr. Caravati suggested that the rate for non-neutered dogs be increased to help <br />meet the administrative costs. <br /> <br /> Ms. Daugherty asked staffto explore whether increasing the fees for non-neutered <br />dogs would cover the costs. <br /> <br />The item was deferred. <br /> <br /> <br />
