4 <br /> <br />CITY CODE, 1990, AS AMENDED, RELATED TO DOG LICENSE FEES" was <br />carried over to the next meeting for consideration. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Toscano requested that the ordinance purchasing property on Water Street be <br />removed from the Consent Agenda, and said that he will abstain from voting on approval <br />of the minutes of October 9th. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, the following Consent <br />Agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None., with Mr. Toscano abstaining from <br />approval of the minutes of October 9th and Mr. Cox amending the minutes of October <br />19th. <br /> <br />a. APPROPRIATION: <br /> <br />$14,865 - Virginia Child Medical Security <br />Insurance Plan Grant (2~d reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $14,865.00, awarded as a grant to the charlottesville Department of Social <br />Services from the Virginia Department of Social Services, is hereby appropriated to <br />expenditure account 12-161-062209. The purpose of this grant is to fund a part-time <br />position to handle the increased volume of applications expected with implementation of <br />the Virginia Children's Medical Security Insurance Plan. This appropriation is <br />conditioned upon receipt of $14,865.00 frOm the Virginia Department of Social Services. <br /> <br />c. APPROPRIATION: $107,621 - YqlEW Program Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $107,621.00, awarded as a grant to the Charlottesville Department of Social <br />Services from the Virginia Department of Social Services, is hereby appropriated to <br />expenditure account 12-161-062262. The purpose of this grant is to fund a temporary <br />position to work with VIEW participants who are faced with difficult barriers to <br />employment, a leased car for transportation needs of the program, and other supportive <br />services needed by participants. This appropriation is conditioned upon receipt of <br />$107,621.00 from the Virginia Department of Social Services. <br /> <br />d. APPROPRIATION: $9,000 - Teens Give Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $9,000.00, received as a grant from the Charlottesville Public <br />Schools ttu'ough the Learn and Serve Grant Program of the State Depe,qment of <br />Education, is hereby appropriated to account code 13-162-062135 for the purpose <br />of funding the Teens Give community service program for Charlottesville High <br />School ninth grade students. <br /> <br />e. APPROPRIATION: $10,500 - Drug Court Grant (carried over) <br /> <br />f. RESOLUTION: <br /> <br />Designating First Night as Official Millennium <br />Celebration <br /> <br /> WHEREAS, December 31, 1999 will mark the turn of the century, the <br />Millennium, into the year 2000 and signal a period of re-birth, re-evaluation, re- <br />dedication and resolve for the people of the City of Charlottesville, the State of Virginia <br />and the world; and <br /> <br /> WHEREAS, the objectives of First Night Virginia, which takes place on New <br />Year's Eve of each year, are to recapture the symbolic significance of the passage from <br /> <br /> <br />
