15 <br /> <br />COUNCIL CHAMBER - December 7, 1998 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, 5/Ir. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Daugherty announced that Betty Jean Tolbert Jones, a Charlottesville High <br />School science teacher, has been appointed by Governor Gilmore to the Virginia <br />Foundation for the Humanities and Public Policy. <br /> <br /> Ms. Daugherty announced that the Charlottesville High School Pop Quiz Team <br />finished in the top four of 32 schools in the St. Anne's Belfield annual academic <br />competition. <br /> <br /> Ms. Daugherty announced that the City's guide to open space planning, The City <br />as Park: A Citizen's Guide to Charlottesville Parks, was recognized nationally as one of <br />five winners of a Merit Award by the American Society of Landscape Architects. <br /> <br />PUBLIC <br /> <br /> Ms. Eleanor Biasiolli, 622 Evergreen Avenue, said that not all Park Street <br />residents are in support of the Meadowcreek Parkway. Ms. Biasiolli asked Council to <br />keep the gift of Mclntire Park and to deal with transportation problems in some other <br />way. <br /> <br />PUBLIC HEARING/ORDINANCE: CONVEYANCE OF PROPERTY ON ELLIOTT <br />AVENUE TO REGION 10 COMMUNITY SERVICES BOARD <br /> <br /> Ms. Daugherty announced that this item has been deferred, but said that since it <br />has been advertised as a public hearing, anyone who came to address the issue would be <br />allowed to speak. <br /> <br />There were no speakers. <br /> <br />REPORT: CITY'S YEAR 2000 PLAN <br /> <br /> Mr. Tom Hatch, Director of Information Services, explained that the City began <br />addressing the Year 2000 problem years ago, taking the approach of replacing older <br />systems. Mr. Hatch provided a listing of systems that are Year 2000 ready and those that <br />remain to be addressed. Mr. Hatch said he does not anticipate any significant problems. <br /> <br /> Mr. Caravati asked whether systems outside the City, such as the Columbia gas <br />line and State systems, are expected to experience problems. <br /> <br /> Mr. Hatch said that he has a high level of confidence that systems such as the gas <br />line will work successfully, and said that the City is monitoring the State's systems. <br /> Ms. Richards said that she feels the City has well planned strategies and she feels <br />reassured by Mr. Hatch's report. <br /> <br /> Ms. Daugherty asked that Mr. Hatch provide Council with a status report on Year <br />2000 readiness of outside agencies, include the Health Department, Airport, Rivanna <br />Water and Sewer and Solid Waste Authorities, Virginia Power, U. Va. Medical Center, <br />Martha Jefferson Hospital, and Sprint. <br /> <br />REPORT: HISTORIC RESOURCES TASK FORCE UPDATE <br /> <br /> Mr. Coy Barefoot, Chairman of the Historic Resources Task Force, identified the <br />following sites for State historic markers: Court Square at the County Courthouse; Three <br />Notched Road (downtown mall); Vinegar Hill; and the Corner. Mr. Barefoot said the <br />Task Force hopes to print an historic booklet, funded privately. In addition, Mr. Barefoot <br />said historic exhibits are proposed for City Hall, Union Station and Tonsler Park, and <br />requested that Council consider an appropriation of $5,000 for this purpose.
