17 <br /> <br /> Mr. Toscano said it is not clear what the historic courthouse preservation zone <br />would do, and expressed concern that it might be viewed as a lawyer's relief act. Mr. <br />Toscano said that it appears to just be tax relief unless some beautification is required. <br /> <br /> Ms. Kelley said that the zone may benefit lawyers, but it is intended to assist in <br />keeping businesses in old downtown districts. <br /> <br /> Mr. Ron Higgins, Acting Director of Community Development, said that <br />Charlottesville would likely not be affected by the zone, but it is seen as a protection <br />measure in other localities. Mr. Higgins noted that the Planning CommiSsion voted to <br />endorse the legislation on the condition that it is revenue neutral. <br /> <br /> Ms. Richards expressed concern that the statement in the Housing section <br />requiring that housing be available in the jurisdiction that issues Section 8 vouchers <br />would mean that Section 8 vouchers are simply withheld by localities. Ms. Richards said <br />she had been told that Charlottesville is not issuing Section 8 vouchers and people are <br />going to Albemarle County to get them. <br /> <br /> Mr. Stu Armstrong, Director of Piedmont Housing Alliance, said that both <br />Charlottesville, Albemarle County, and other localities currently have waiting lists for <br />Section 8 vouchers, and Albemarle County, unlike the others, is continuing to add people <br />to the waRRing list, and that is likely what Ms. Richards heard. <br /> <br /> Ms: Richards asked Mr. Armstrong what he thinks of the Housing section, and he <br />suggested a regional study of the issue. <br /> <br /> Ms. Daugherty said she can support the general statement as written, but said she <br />thinks it would be a good idea to have a study done. <br /> <br /> Mr. Caravati said he would prefer the Planning District Commission's language in <br />the transportation section which would force VDOT to conduct a 4ftype review when a <br />road goes through a park. <br /> <br /> Ms. Richards presented Council with proposed legislation recommended by the <br />Virginia Transit Association and also proposed an amendment regarding the Bristol rail <br />passenger service. <br /> <br /> It was agreed that changes would be incorporated into the City's legislative <br />package and would be considered for final approval by Council at the January 4th <br />meeting. <br /> <br />Ms. Richards asked that the Worker's Compensation section be clarified. <br /> <br />RESOLUTION: REQUESTING FULL FUNDING FOR HB 599 <br /> <br /> On motion by Mr~ Toscano, seconded by Mr. Caravati, the resolution requesting <br />full funding for HB 599 was unanimously approved by Council (Ayes: Mr. Caravati, Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) <br /> <br /> WHEREAS, in 1979 the General Assembly passed HB 599 as part of a <br />legislative package designed to direct state financial assistance to cities in exchange for <br />the loss of authority to annex land in surrounding counties; and <br /> <br /> WHEREAS, one type of state financial assistance included in HB 599 was <br />payment to cities, towns and counties having police departments ("eligible localities"), to <br />compensate for the disparity between state funding provided for those departments versus <br />state funding made available to sheriffs' departments through the Compensation Board; <br />and <br /> <br /> WHEREAS, the Virginia Code directs the Governor and the General Assembly <br />to increase the total amount of liB 599 funds to be distributed each year by the <br />anticipated percentage change in state general fund revenues; and <br /> <br /> <br />
