20 <br /> <br /> Ms. Richards said unanticipated projects may disrupt an orderly plan and she feels <br />flexibility should be built in for this reason. <br /> <br /> Mr. O'Connell said that money could be kept in reserve to address unanticipated <br />projects. <br /> <br /> Mr. Cox said a pilot project could be to underground utilities from 10t~ Street to <br />Jefferson Park Avenue, the side street next to the former Woolworth's building being <br />renovation, or Water Street. <br /> <br /> Ms. Richards noted that VDOT has pledged to pay for half the cost of <br />undergrounding utilities when the Fontaine Avenue project is done. <br /> <br /> Mr. O'Connell suggested that staff prepare a matrix and list of criteria for future <br />projects. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Caravati said he would like to have more information on the exact project <br />proposed by the Health Sciences Center for 15th Street. <br /> <br /> Mr. Gary Lowe, project manager, said that the project will add a second floor <br />addition to the ambulatory care building. <br /> <br /> Responding to a question from Ms. Richards, Mr. Lowe said that the site plan for <br />the project was approved by the Planning Commission two years ago. <br /> <br /> Mr. Caravati said that in the future he would like to have more information on <br />these types of issues. <br /> <br /> Responding to a question from Mr. Cox, Mr. O'Connell explained that the surplus <br />from FY 97/98, as shown in the Year End Adjustment, included underexpended accounts, <br />the Omni settlement, an increase in interest income, and tax increases, totaling $4.7 <br />million. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the following consent agenda <br />items were unanimously approved (Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. <br />Richards, Mr. Toscano. Noes: None.): <br /> <br />a. Minutes of November 2 and 16 <br /> <br />b. APPROPRIATION: <br /> <br />$31,500 - Juvenile Justice Project Grant <br />(2~d reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $31,500.00, awarded as a grant to the Commission on Children and Families <br />from the Virginia Department of Criminal Justice Services is hereby appropriated to <br />expenditure account 20-020-062147 to fund training and consultant services for the <br />Juvenile Justice Advisory Committee. This appropriation is conditioned upon receipt of <br />$31,500.00 from the state under Grant #99-A3082JJ98. <br /> <br />c. APPROPRIATION: <br /> <br />Year-End Adjustments/FOCUS Loan Extension <br />(2nd reading) <br /> <br /> BE IT RESOLVED by the council of the City of Charlottesville, Virginia, that the <br />actions hereinafter set forth are herein authorized with respect to the accounts of the City listed <br />herein, for the fiscal year ended June 30, 1998. <br /> <br />I.
