<br /> Mr. Cox said that a recent meeting of STAMP was very interesting and provided
<br />an opportunity for citizens to reflect on the viability of Mclntire Park. Mr. Cox
<br />encouraged citizens to go out onto Mclntire Golf Course to see the Park. Mr. Cox asked
<br />if staff have followed up on the issue of getting a full financial accounting from VODT
<br />and to notify them that Council would like their work on the project to stop.
<br />
<br /> Mr. O'Connell said that a request for a full accounting has been made. Mr.
<br />O'Connell noted staff was asked to look at the impact of asking VDOT to stop work and
<br />said that the only VDOT work now is in conjunction with the spring public hearing on
<br />the project. Mr. O'Connell said that VDOT will bring their original work to the public
<br />hearing and will also allow- Mr. Reiley's work to be presented.
<br />
<br /> Mr. Toscano announced that the Red Cross will be holding a benefit bowling
<br />tournament on March 6 to raise funds for local disaster relief, and said that the County
<br />Board of Supervisors has challenged the City to field a bowling team.

<br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council unanimously
<br />voted (Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mrl Toscano. Noes:
<br />None.) to meet in executive session for the purpose of appointing members to various
<br />City boards or agencies, and discussion of additional personnel matters, as authorized by
<br />Section 2.1 ~344(A)(1) of the Virginia Code, including consideration of a specific
<br />candidate for a department head vacancy, and specific new and refined assignments for a
<br />number of current management employees.

<br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded
<br />by Ms. Richards, unanimously certified (Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty,
<br />Ms. Richards, Mr. Toscano. Noes: None), that, to the best of each member's
<br />knowledge, (i) only public business matters lawfully exempted from open meeting
<br />requirements by Virginia law were discussed in the executive meeting to which this
<br />certification resolution applies, and (ii) only such public business matters as were
<br />identified in the motion convening the executive meeting were heard, discussed or
<br />considered by the Council.

<br />APPOINTMENTS: BOARDS AND COMMISSIONS

<br /> On motion by Mr. Toscano, seconded by Mr. Cox, Ms. Camille Wilson was
<br />reappointed, and Mr. Gregory Jackson and Mr. Peter McIntosh were appointed to three-
<br />year terms on the Parks Advisory Committee by the following vote. Ayes: Mr. Caravati,
<br />Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. These terms will
<br />expire on December 31, 2001.

<br /> On motion by Mr. Cox, seconded by Mr. Toscano, Ms. Gretchen Ellis and Mr.
<br />David Simmons, Jr. were appointed to three-year terms on the Personnel Appeals Board
<br />by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr.
<br />Toscano. Noes: None. These ternas will expire on December 31, 2001.

<br /> On motion by Mr. Caravati, seconded by Mr. Toscano, Mr. Clarence
<br />McClymonds was reappointed and Ms. Caroline Wilson was appointed as the joint
<br />City/County appointee and Chair of the Rivanna Solid Waste Advisory Committee by the
<br />following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr.
<br />Toscano. Noes: None. These terms will expire on December 31, 2000.

<br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Ms. Leslie Fox was
<br />appointed to an unexpired term on the Social Services Advisory Board by the following
<br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes:
<br />None. This term will expire on June 30, 2001.
