APPROPRIATION: $1,500 - Traffic Safety Grant (radar) (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $1,500.00, to be received as a grant from the Virginia Department of Motor <br />Vehicles, is hereby appropriated to expenditure account 11-270-041166 for the purpose <br />of purchasing radar equipment to enforce the local speed laws and secondary safety belt <br />laws. This appropriation is conditioned upon receipt of $1,500.00 from the Virginia <br />Department of Motor Vehicles. <br /> <br />f. APPROPRIATION: <br /> <br />$194,000 - Remittance Processor (Personal Property <br />Tax Return Act (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $194,3 80.00 is hereby appropriated from the unappropriated <br />balance of the General Fund to cover the costs of processing and remitting <br />payments required by the Personal Property Tax Relief Act of 1998. Said costs <br />will cover the purchase of computer equipment, software, and staffmg for such <br /> <br />purpose. <br /> <br />ORDINANCE: "AN ORDiNANCE CLOSiNG, VACATiNG, AND <br /> DISCONTINUING AN ALLEY BETWEEN MASON STREET AND <br /> FRANKLiN STREET" (2nd reading) <br /> <br />ORDINANCE: "AN ORDiNANCE TO AUTHORIZE THE <br />ACCEPTANCE OF AN OPTION TO PURCHASE PROPERTY ON 4Tn <br />STREET, N.E. AND ASSIGN OWNERSHIP RIGHTS iN ADJOINING <br />ALLEY TO COURT SQUARE, L.L.C." (2nd reading) <br /> <br />REPORT: UNION STATION PROJECT <br /> <br /> Mr. Toscano said that Mr. Aubrey Watts, the City's new Director of Economic <br />Development, has been added to the negotiating team for the Union Station Project that <br />was charged by Council at its fall retreat. Mr. Toscano noted that Council had requested <br />that periodic updates be given on the project. Mr. Toscano said that the train station <br />renovation has occurred; ISTEA funds will be used for Phase IA; a Virginia Rails and <br />Trails grant of $170,000 will be used to improve the platform for Amtrak; an additional <br />$160,000 grant is being pursued for additional platform improvements; and a TEA 21 <br />grant has been submitted for the pedestrian link. Mr. Toscano said that Phase II, which <br />includes everything else proposed for the site, including the parking structure, transfer <br />station, police substation, and retail space. Proposals for architectural services for the <br />transfer station and parking structure have been received and negotiations are occurring <br />with one firm. Mr. Toscano said that the use of the parking spaces has not yet been <br />determined. Mr. Toscano said that he would like to confirm with Council that the present <br />negotiating team should continue its work with the present members, and added that if <br />Councilors have any concerns he hopes they will express them now. <br /> <br />Ms. Daugherty said she would like to see the RFP and responses. <br /> <br /> Ms. Richards said she thinks it would be good if groups working on this project <br />would involve other Councilors, noting that only two Councilors had been invited to a <br />recent meeting of the Soul of Charlottesville. Ms. Richards also expressed concern that <br />the project seems to be Composed of mostly white men. <br /> <br /> Mr. Toscano noted that there are many groups who are involved in the West Main <br />Street effort, many outside of City government. Mr. Toscano asked that Councilors <br />indicate 'what they are most interested in so they can be involved in that area. Mr. <br />Toscano added that it is sometimes difficuk to involve all Councilors because if three <br />Councilors are present it becomes a Council meeting. <br /> <br /> It was agreed that the present negotiating team should continue to work on the <br />Union Station project. <br /> <br /> <br />
