83 <br /> <br />ORDINANCES: DESIGNATING WERTLAND STREET AS DESIGN CONTROL <br />DISTRICT (2nd reading) <br /> <br /> Ms. Richards asked for Council's agreement to request that staff study the <br />recommendation to exempt individuals who have undergone federal and state historic tax <br />credit review from the BAR process and Councilors expressed their support. <br /> <br /> Mr. Cox said he will recuse himself from voting on the ordinances as his <br />architectural office has a pending contract with a property owner on Werttand Avenue. <br /> <br /> Ms. Richards said she would like to start getting minutes of BAR meetings and <br />noted that in the future she will be looking at the extent to which the BAR documents <br />their decisions and recommendations against the written historic design guidelines. <br /> <br /> Mr. Caravati concurred with Ms. Richards' comments and said that while he will <br />support the ordinances, he is concerned about the opposition of the property owners <br />which he feels is due in large part because of the concerns expressed by Ms. Richards. <br />Mr. Caravati said he hopes that a team relationship will be built between the BAR and <br />property owners. <br /> <br /> "AN ORDINANCE AMENDING AND REORDAINING SECTION 34-567 OF <br />THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, <br />RELATED TO PROPERTIES PROTECTED IN THE ARCHITECTURAL DESIGN <br />CONTROL DISTRICTS" and "AN ORDINANCE AMENDING AND REENACTING <br />THE DISTRICT MAP INCORPORATED Dq SECTION 34-15 OF THE ZONING <br />ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, BY ADDING A FIFTH MAJOR ARCHITECTURAL DESIGN <br />CONTROL DISTRICT, TO BE KNOWN AS THE WERTLAND STREET <br />ARCHITECTURAL DESIGN CONTROL DISTRICT," which were offered on March 1, <br />1999, were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> Mr. Clyde Gouldman, City Attorney, said he is in the process of drafting an <br />ordinance regarding the tax credit program recommended by Ms Richards which he will <br />bring to Council at the next meeting so that they can instruct the Planning Commission to <br />begin the process. <br /> <br /> Ms. Richards said she would also like more information on the process involved <br />in receiving federal and state tax credit for historic renovations. <br /> <br /> Mr. Caravati asked what requirements exist under the state and federal guidelines <br />for the land to the rear of the buildings, and Mr. Higgins said that area is included in the <br />design review. <br /> <br /> Mr. Caravati asked about state and federal requirements for additions made after <br />historic renovation of the main structure, and Mr. Higgins said he did not know. <br /> <br />REPORT: HOUSING STRATEGY <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, explained that the process of <br />developing a Housing Strategy began two years ago and has included eight work <br />sessions, two or three public hearings, five focus groups, three community charettes, a <br />survey of realtors, and subcommittee work. The data show that there is an imbalance in <br />the housing stock, with very little middle to upper income housing being built in the City. <br />The goals of the Strategy are: 1) achieve a balance of housing types and housing stock; <br />2) provide adequate, quality, and affordable housing to meet the varied needs of <br />Charlottesville residents; 3) encourage homeownership opportunities in the community; <br />4) encourage a regional approach in the provision of housing for low-income persons and <br />families; 5) preserve neighborhoods, the buildings blocks of our community, by assisting <br />residents with their housing needs; and 6) expand opportunities for middle income <br />homeownership and rental housing.
