89

Mr. Cox recommended that a mechanism be put in place to evaluate the programs
of the Boys and Girls Club, adding that if so few children continue to be served it may be
hard to fund the program next year. Mr. Cox asked that an interim report be provided to
Council by the Boys and Girls Club.

Ms. Peacock said she feels it would be good to clarify the Boys and Girls Club's
relationship with Buford School and it may be that the original mission of the afterschool
program needs to be refined.

Ms. Peacock explained that last year the Council put a contingency sunset on
funding for LM3A's Mary Williams Program, but the County did not.

Mr. Cox said he thinks the Mary Williams Program and Senior Center are
different programs, but he does feel JABA should be asked to prepare a report on any
initiatives they have pursued with the Senior Center. Mr. Cox suggested that funding for
the Mary Williams Program be contingent on a plan of collaboration between the Mary
Williams Center and Senior Center being provided to Council between now and July 1,
which could include joint activities or sharing of volunteers. Council agreed with Mr.
Cox's recommendation, and requested that Ms. Peacock ask the County to make their
funding contingent on such a plan as well.

Responding to a question from Mr. Toscano, Ms. Peacock said that AHIP had
projected that they would complete 20 rehabilitations, but have only completed five.

Mr. Cox suggested that a summit session be held on housing rehabilitation with
providers, both private and public.

Ms. Peacock recommended that an analysis of the need for rehabilitations be
conducted prior to holding such a meeting.

Ms. Daugherty said she would favor providing funding for the Music Resource
Center.

Responding to a question from Mr. Cox, Mr. Pat Belisle of the Music Resource
Center, said that they will plan to approach the County about funding next year.

Mr. John Hornsby with the Music Resource Center said that 480 different kids
have been served by the Music Resource Center this year.'

Ms. Peacock explained that the Weed and Seed program budget is being put
together and a portion of their funds are recommended for computers at Clark School.
Ms. Peacock suggested that the schools be approached about using some of their
technology funds for these computers which would free up funds that could be used for
the Ivlusic Resource Center.

Mr. Toscano said that funds from the Weed and Seek Program would be logical
since it identifies an ongoing source of funds and meets one of Council's goals.

Mr. Caravati said he would like to see the Music Resource Center request funding
from Albemarle County.

Mr. Toscano said that Council could flag the Music Resource for funding from
the Council reserve if Weed and Seed funds are not available.

Regarding the nursing clinics at Crescent Halls and Westhaven, Mr. Caravati said
he thinks they should be getting more funding from the University.

Mr. Toscano asked why funding such a program is any different than the City
providing funding for such a program at a location such as Midway Manor.

Mr. Cox said that the clinics are only requesting funding for one year, but Ms.
Peacock said it is her understanding that they are requesting sustaining funds.
