Dr. Symons said a better location
and more space is needed for the program.

Responding to a question from Mr. Cox, Ms. Harris said that students in grades 6
to 12 are eligible for the alternative school program

The meeting was adjourned.
President

NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, March
31, 1999 AT 7:00 p.m. IN THE Basement Conference Room.

THE PROPOSED AGENDA IS AS FOLLOWS:

Budget work session

BY ORDER OF THE MAYOR

BY Jeanne Cox (signed)

BASEMENT CONFERENCE ROOM -March 31, 1999

Council met in special session on this date with the following members present:
Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano.

CAPITAL BUDGET

Ms. Linda Peacock, Assistant City Manager, eXplained that $109,088 previously
allocated to an athletic field study has been put in the contingency fund in the Capital
Budget because the County has reduced their share of funding.

Mr. Toscano questioned whether more funding should be put into the mall brick
replacement and maintenance fund and Ms. Peacock said this fund is for ongoing repairs,
not part of the longer-term solution for the mall.

Mr. O'Connell said that staff has discussed the possibility of hiring skilled brick
masons to work on the mall full-time which maybe a much less expensive way to
address the problems on the mall rather than doing a large scale revamping of the mai1.

Ms. Daugherty suggested that a charette could be held to get ideas about a
possible redesign of the mall.

Mr. O'Connell said he feels adequate funds are in the Capital Budget to begin the
process of evaluating the mall.

Responding to a question from Mr. Toscano, Mr. O'Connell said that there are
adequate funds from the surplus for parking studies for downtown, but not for
construction of parking.

Mr. Toscano said he f~els more money needs to be available for parking
construction.
