97 <br /> <br /> Ms] Richards suggested that the City provide $31,000, conditional on an equal <br />match from the Housing Authority and double match by the University, and on the level <br />of service remaining constant in proportion to the administrative costs. <br /> <br /> Mr. Toscano suggested that instead of Ms. Richard's suggestion about the level of <br />service, that funding be conditional, in addition to the matching requirements, on <br />approval of a restructured program for the Nursing Clinics by a committee with <br />representation from the Housing Authority, Council and University. <br /> <br />Councilors agreed with Mr. Toscano's suggestion. <br /> <br />OTHER BUSINESS <br /> <br /> Mr~ Toscano and Ms. Richards expressed concern about the representation by Ivh'. <br />Cox at the Mbemarle County Planning Commission public hearing regarding the Brass, <br />Inc. proposal on 5th Street Extended that he was spea'~ng for Council in opposition to the <br />project~ Mr. Toscano said that Council has had no public discussion about the proposal. <br />Mr. Toscano said that all Councilors have a right to express their personal opinions, but it <br />is a different matter when one Councilor represents Council, especially in the absence of <br />a formal vote or public discussion. Mr. Toscano and Ms. Richards said that they are <br />especially concerned about the linkage made between the Brass, Inc. proposal and the <br />Meadowcreek Parkway and the suggestion that approval of the proposal could result in <br />Council voting against the Meadowcreek Parkway. <br /> <br />The meeting was adjourned. <br /> <br />Presidel~/ <br /> <br />COUNCIL CHAMBER - April 5, 1999 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mn-. Toscano. <br /> <br />RECOGNITIONS/AWARDS: PROCLAIMING HERITAGE REPERTORY <br />THEATER MONTH <br /> <br /> Ms. Daugherty presented the proclamation proclaiming Heritage Repertory <br />Theater Month to Mr. Robert Chapel, Director of the Theater. <br /> <br /> Ms. Daugherty recognized the Charlottesville High School girl's indoor track <br />team as state champions, nine winners of the Writer's Eye competition from City Schools, <br />and VHSL Academic Competition winners. <br /> <br />PUBLIC <br /> <br /> Ms. Kay Peaslee, 307-A 2rd Street, N.W., representing Preservation Piedmont, <br />said she appreciated Mr. Cox's statement to the Albemarle County Planning Commission <br />that the Brass, Inc. proposal will add to the heavy traffic on Ridge Street. Ms. Peaslee <br />said she feels Council should give the issue more attention and should announce their <br />public policy prior to the next Albemarle County Planning Commission meeting. <br /> <br /> Ms. Alexis Ziegler, representing a coalition of organizations opposed to the Brass, <br />Inc. proposal, said that he feels traffic will be a significant concern, especially if the <br />Meadowcreek Parkway is built, Mr. Ziegler said he thinks an in-depth study should be <br />done to determine the impacts of such a development on the City. Mr. Ziegler asked <br />Council to make their position clear. <br /> <br /> Mr. Alvin Morris, speaking on behalf of City employees, though himself not a <br />City employee, said there are serious inequities in wages and unfair treatment of women <br />and minorities in City government.
