100 <br /> <br />- TeenSight Mentoring Program; $17,000 - Homebuyers Club; $20,500 - Outreach to <br />Deaf and Hard of Hearing; $15,000 - MACAA Summer Enrichment Program; $12,000 - <br />Short Term Emergency Housing Assistance for persons with AIDS/HIV; and $5,500 - <br />Target Literacy); and $109,215 for administration and planning. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Patrice Harris, representing the Ridge Street Neighborhood Task Force, <br />reviewed sidewalk and retaining wall projects requested by the Task Force for Hartman's <br />Mill Road. <br /> <br /> Ms. Kelly Eppley, 2177 Tom Mountain Lane, Director of the AIDS Support <br />Group, thanked the CDBG Task Force for recommending funding to meet the housing <br />needs of persons with AIDS~V. <br /> <br /> Ms. Rosa Hudson, 220 Hartman's Mill Road, representing the Piedmont Housing <br />Alliance, said that 70 families were assisted in becoming first time homeowners. Ms. <br />Hudson expressed appreciation at the recommended funding for housing for low and <br />moderate income persons. <br /> <br /> Mr. John Freeman, representing Children, Youth and Family Services, expressed <br />appreciation for the recommendation to fund a Counselor to provide outreach to deaf and <br />hard of hearing clients. <br /> <br /> Ms. Suzanne Wilbur, social work intern in Children, Youth and Family Services, <br />thanked Council for the opportunity to provide services to the deaf and hearing impaired <br />and said that she, who is hearing impaired, will be employed as the Counselor to provide <br />the service. <br /> <br /> Mr. Erin Felling, representing the drop-in center, On Our Own on 4~h Street, said <br />that the CDBG funds will help fix two bathrooms so that shower facilities can be <br />available to homeless persons, and will provide telephone use for homeless persons <br />seeking employment. <br /> <br />The public hearing was closed. <br /> <br /> Mr. Cox complimented the CDBG Task Force on its work and said he was glad <br />they rejected every sidewalk request except the ones requested by the Ridge Street Task <br />Force. Mr. Cox said Council has tried to detach sidewalks from CDBG funds. Mr. Cox <br />said he would like to see sidewalks funded in the capkal budget and CDBG funds used <br />for more creative uses. Mr. Cox said he would like to see the sidewalks, retaining walls, <br />and drainage requested by the Ridge Street Task Force funded out of the capital budget <br />and let them use the CDBG funds for other uses. <br /> <br /> Mr. Caravati asked if other capital funds are designated for target neighborhoods <br />and said he would like to speak against using CDBG funds for those purposes, and would <br />like the Planning Commission to consider that as well. <br /> <br /> Mr. Toscano said that Council has tried to take the recommendations of the <br />neighborhood task forces and enhance those with other monies. Mr. Toscano said he <br />feels it is an empowerment issue where the neighborhood makes choices. Mr. Toscano <br />said that the funds may need to be supplemented if they are not adequate. <br /> <br /> Mr. Cox said that if the neighborhood understands that those infrastructure needs <br />will be met with other funds, their recommendations may be different. <br /> <br /> Ms. Daugherty noted there is a long list Of sidewalks requests and more funds are <br />needed for sidewalks. <br /> <br /> Ms. Cindy Stratton, a member of the CDBG Task Force, said the Task Force <br />continues to struggle with the issue of infrastructure subsidies and if there was any <br /> <br /> <br />
