Mr. Toscano said he would like to revisit
the issue of the fund balance in general and what level needs to be maintained. Mr.
Toscano said he feel s that the public needs to be better educated on the difference
between the operating budget and fund balance, and suggested that they be given a
serious of options to react tot Mr. Toscano noted that many calls and letters from the
public were received opposing the idea of a rebate.
Mr. Cox agreed that Council did not provide the public with ideas to react to, but
pointed out that the public reacted negatively to the idea of a free car decal or cash rebate
and preferred instead to reinvest the money in the community in a one-time way. Mr.
Cox said he supports revisiting the issue, and would like to see some creative ideas for
use of the funds, but does not support returning approximately $13 per person.

Mr. Caravati said he feels the public's interest in investing the money in the
community has been peaked and he would like to further discuss the issue to determine a
suitable place to invest the money in Charlottesville.

Ms. Richards said she learned from the public that it is not a question of the form
of a rebate, but the principle of it. Ms. Richards said she heard that there is an interest in
reinvesting the money in the community to solve some of the existing problems that the
City has not had an opportunity to address. Ms. Richards said the idea of a rebate
appeared to provoke much discussion, but did show that the public is not well educated
about the budget and what has been funded. Ms. Richards agreed that she too wold like
to find some opportunity to reinvest the money.

The meeting was adjourned.

Preside~f
COUNCIL CHAMBER - April 19, 1999

Council met in regular session on this date with the following members present:
Mr. Caravati, Mr. Cox, Ms. Richards, Mr. Toscano.
