Mr. Smith <br />said that the intersection should not be a sticking point for the construction of the road. <br /> <br /> Mr. Charlie Kabbash, Vice Chair of the Downtown Property Owners .Group, read <br />a statement by the Group's Board of Directors supporting the Meadowcreek Parkway <br />since downtown is a destination point for many in the region. Mr. Kabbash encouraged <br />Council to hold a public hearing and vote on the matter in June and to work in <br />cooperation with Albemarle County on the roadway. <br /> <br /> Mr. Dan Friedman, a resident of University Circle, and h&. Wade Tremblay, <br />property manager for rental units on University Circle, thanked Council for their support <br />of the experimental permit parking for University Circle, which has been a collaborative, <br />pilot program between property owners and property managers. <br /> <br /> Ms. Mary Gilliam, 218 South Street, protested the citation she received for <br />peeling paint, saying that she was originally cited in October of 1998 and again in April <br />of 1999. Ms. Gilliam said such threatening letters should not be sent and she should be <br />given more time to correct the problem. <br /> <br /> Ms. Ann Hemenway, 800 Park Street, representing the North Downtown <br />Residents Association, said that it has been brought to her attention that some confusion <br />exists about the status of traffic calming on Park Street. Mr. Hemenway said that plans <br />have been developed and it is her understanding that the next step is for the City to send <br />notices inviting neighbors to a meeting. Ms. Hemenway said that traffic calming is <br />needed with or without the Meadowcreek Parkway. <br /> <br /> Mr. Paul Saunier, 1400 Rugby Road, made the following comments with regard <br />to the Meadowcreek Parkway: he hopes Council wilt give strong support to the Rivanna <br />Trails Foundation to add more greenspace; he complimented Mr. Rieley's report and his <br />suggestion to reduce the speed limit on Meadowcreek Parkway; he said that a better <br />design is needed for the interchange at the 250 Bypass and compromises will need to be <br />made; and he noted that not all in the community view the gift of Mctntire Park as <br />sacrosanct given that it was originally intended for use only by white people, and given <br />that the original acreage has been enlarged, and feels that Mr. 'Mctntire would support <br />using a small part of the park to improve the traffic situation. <br /> <br /> Mr. Brock Jolly, 10 University Circle, Vice President of Administration of the <br />U. Va. Student Council, said there is confusion in the permit parking language for <br />University Circle, and said he feels there should be a better method of addressing the <br />parking problem. <br /> <br /> Mr. Clyde Goutdman, City Attorney, explained that if four persons live in an <br />apartment, four permits will be allowed, and this satisfied Mr. Jotly's concerns. <br /> <br /> A resident said that he opposed the Meadowcreek Parkway in any form as it will <br />harm an attractive and viable waterway. He said he primarily opposes the road because <br />of the quality of life in the community and because he feels that building more roads does <br />not solve problems. <br /> <br />REPORT: MEADOWCREEK PARKWAY DESIGN <br /> <br /> Mr. Will Rieley presented his report for design alternatives for the Meadowcreek <br />Parkway which included an evaluation of two, three and four lanes. Mr. Rieley noted <br />that the impact on the park can be reduced by limiting the speed to 35 m.p.h. <br /> <br /> Responding to a question from Mr. Cox, Mr. Rieley said that with either two or <br />four lanes, an at-grade intersection at the 250 Bypass will not function above a level "f," <br />but noted that it will function. Mr. Rieley noted that this intersection is failing now. <br /> <br /> Responding m a question from Ms. Daugherty, Mr. Rieley said that he feels the <br />traffic projections provided by the Virginia Department of Transportation are problematic <br /> <br /> <br />
