I25 <br /> <br />RESOLUTION: APPROVING COMMUNITY DEVELOPMENT BLOCK GRANT <br />AND HOUSING OPPORTUNITIES MADE EQUAL (HOME) FUNDS (FY 99-00), <br />AND ACTION PLAN OF THE CONSOLIDATED PLAN <br /> <br /> Mr. Toscano noted that the question had been raised at the previous meeting about <br />whether the Action Plan needs to be approved in order to draw down funds, and Ms. <br />Claudette Grant, Grams Administrator in Commtmity Development, said that the funding <br />is part of the Plan and its receipt is conditioned on approval of the Plan. <br /> <br /> Ms. Richards said Council should begin thinking about its input into the five-year <br />Consolidated Plan and about how increases can be realized in the provision of low <br />income housing throughom the planning district. Ms. Richards said the City should <br />develop an index of low income units per capita and discuss the fair share standard at the <br />Thomas Jefferson Planning District Commission and what other localities should aim for. <br />Ms. Richards asked if there is a way to tract migration of low income families into <br />Charlottesville. <br /> <br /> Ms. Nancy O'Brien, Executive Director of the Planning District Commission, said <br />that planning will begin on the next five-year plan on July 1. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Toscano, the Community <br />Development Block Grant and Housing Opportunities Made Equal (HOME) funds for <br />FY 99-00, and the Action Plan of the Consolidated Plan were approved by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano.
