142 <br /> <br /> Mr. O~ormett said that space wilt be available at the proposed facility to provide <br />certain community services. <br /> <br /> Mr. Toscano said he would like to look at the finances again and retook at the <br />data, and asked that members convey to the Commission that CounciI continues to have <br />concerns about the funding formula. <br /> <br /> Ms. Peacock said that the Staunton facility is being replaced and tithe City were <br />able to stay with that as an option, significant costs would be incurred. <br /> <br /> Responding to a question .from Mr. Cox, Mr. O'Connelt said the only other <br />facility ava~abte to the City is one tocated in Culpeper, but it would maintain the current <br />long distance problem and space would not be guaranteed. <br /> <br /> Ms. Daugherty made a motion to approve the Blue Ridge Juvenile Detention <br />Center agreement, and Mr. Toscano seconded the motion. <br /> <br /> Mr. Caravati said he is not willing to give up on the belief that the financing <br />proposal is negative for the City. <br /> <br />Ms, Daugherty noted that the agreement is a negotiated agreement, <br /> <br /> The resolution, as amended, was approved by the following vote. Ayes: Ms, <br />Daugherty, Ms. Richards, Mr, Toscano. Noes: Mr. Caravati and Mr. Cox_ <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox said he -was perplexed by thebrief and inadequateresponse from VDOT <br />about the expenditures for the MeadowcreekParkw~, and is concerned that VDOT has <br />apparently spent $400,000 in the past 16 months to bring a project to public hearing that <br />has no support, Mr. Cox said a line item expenditure is-needed. <br /> <br /> Mr. Caravati said the public has a right to know how much wilt need to be <br />reimbursed to VDOT by the City if citizens say no to the project. <br /> <br /> Mr. Gouldman said that the request for a tine item expenditure account was not <br />made to VDOT. <br /> <br /> Mr. Cox said we may have gotten what -~e asked VDOT for, but he would like to <br />know how the $400,000 was spent in the last t6 months. <br /> <br />Mr. Caravati made a motion to ask VDOT for a tine item expenditure. <br /> <br /> Ms. Richards said that if dates of the expenditures is desired that should be made <br />as part of the request. <br /> <br /> Mr. Caravati said he would like a tine item expenditure from VDOT fromthe <br />inception of the Meadowcreek Parkway to as current as possible with dates. Mr. Cox <br />seconded the motion and it was approved by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Ms. Daughert): Noes: Ms, Richards and Mr. Toscano. <br /> <br />The meeting was adjourned. <br /> <br /> <br />
