137 <br /> <br />for African-Americanmales, and said she hopes our Police Department is not inclined to <br />engage in this practice. <br /> <br /> ChiefRittenhouse said the Department focuses on behavior, not on race or <br />general appearance. <br /> <br />REPORT: SUSTAINABILITY ACCORDS <br /> <br /> Mr. David Bowerman, Albemarle County Board of Supervisor member and Chair <br />of the Sustainability Council, presented a report on the Sustainability Accords, statements <br />about the future on which the Sustainabitity Council agreed there was a sense of urgency <br />to act and which had a high degree of interdependence on each other <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Bowerman said that the <br />Accords could be adopted in the City's Comprehensive Plan as a set of guidelines. <br /> <br /> Ms. Richards said she personally endorses the accords with great enthusiasm and <br />feels they will help assure the vitality of the community. <br /> <br /> Mr. Cox said he thinks that if Council adopts the principles, they will have to live <br />by them, and he hopes they will have more than ceremonial meaning to the boards who <br />sign onto them, especially regarding growth and transportation issues. <br /> <br /> Mr. Bowerman noted that not ail localities are in complete agreement with each <br />accord, and sometimes conflict exists between the accords, but there needs to be a <br />balance. <br /> <br />Mr. Toscano asked what the next steps are and what happens if the goais are not <br /> <br /> Mr. Bowerman said the issue is whether localities are moving toward or away <br />from the goals and if away, whether the course can be changed. Mr. Bowerman said <br />ideally the goals would be measured annually or every few years. Mr. Bowerman said a <br />meeting of the Sustainability Council is being called to discuss next steps. <br /> <br /> Mr. Toscano said he thinks it would be appropriate for the Planning Commission <br />to look at the accords with the theory that they get incorporated in the Comprehensive <br />Plan. <br /> <br /> Ms. Richards said the accords would provide a common standard to measure <br />progress. <br /> <br /> Mr. Cox agreed that the Planning Commission should review the accords, and <br />suggested that it may be an appropriate subject of a joint City/County Planning <br />Commission meeting. <br /> <br />Ms. Richards recommended that Council adopt the accords. <br /> <br /> Mr. Toscano said that unless there is a compelling reason to adopt the accords <br />tonight, he thinks they should be sent to the Planning Commission first, and made a <br />motion to send them to the Planning Commission, asking that they consider them <br />expeditiously and forward their recommendations on to Council. Mr. Cox seconded the <br />motion and it was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> Ms. Richards invited the Sustainability Council to join the Virginia Transit <br />Association which she says has a very active lobbying effort going on. <br /> <br /> Mr. Bowerman said he would welcome a representative from the Transit <br />Association on the Sustainatfility Council. <br /> <br /> Mr. Caravati thanked the members of the Sustainability Council and Thomas <br />Jefferson Planning District Commission for all thek work Mr. Caravati said the accords <br /> <br /> <br />
