157 <br /> <br /> Mr. David Holton, 1043 Locust Avenue, read a letter from Virginia Germino who <br />opposed the Parkway and said it is an ill-conceived remedy for Park Street. <br /> <br /> Mr. John McCutcheon, 1025 Locust Avenue, said traffic calming has helped and <br />if he thought the Meadowcreek Parkway could- make as dramatica .change as the Rio <br />Road dosing did on Park Street he would support it, but he feels that the Parkway is not a <br />solution, but a surrender. <br /> <br /> Ms. Colette Brown, 522 Bolling Avenue, a design professional, said other <br />solutions should be identified and Route 29 should be modified so it is more pleasant to <br />drive on. <br /> <br /> Mr. Steve Majewski, 1613-B Amherst St., spoke against the Parkway, but said it <br />is possible a two-lane compromise could work coupled with other traffic calming. <br /> <br /> Mr. Colin Rolph, a member of the Downtown Property Owners' Council, said that <br />the Parkway from Route 29 to the 250 Bypass is important for economic development <br />and wilt reduce congestion on Rome 29, Rio Road and Park Street. <br /> <br /> Ms. Sony Fox, Rio Road, said lights are needed to help residents get om of their <br />driveways. Ms. Fox agreed with Mr. Fife's suggestion to buy more parkland. Ms. Fox <br />said that instead of a road, a system of parks and trails should be made into the city. <br /> <br /> Ms. Gail Bentley, a public relations professional working with LAMP, said she <br />will be submitting more letters and a list of people who attended the meeting but were not <br />able to speak because of the late hour. Ms. Bentley said that Council has a compromise <br />with Rieley's four-lane plan, but said a two-lane road does not solve any problems. <br /> <br /> Mr. Bob Hauser, Albemarle County resident, said the City should not take <br />economic vitality for granted and proactive thoughts are needed. Mr. Hauser supported <br />the Parkway and said if access is not provided to businesses in the City, these businesses <br />will relocate. <br /> <br /> Mr. Bryan Bryzinski, t 505 Greenleaf Road, opposed the Parkway. Mr. Bryzinski <br />said VDOT had no information on pollution that the road will create. <br /> <br /> Mr. Kevin Lynch, 609 Locust A venue, said alt have.agreed with the need to <br />protect neighborhoods, increase transportation options, and preserve and add parkland. <br />Mr. Lynch said traffic calming needs to be provided' to Park Street, and Hydraulic Road <br />should be improved by providing more mm lanes. <br /> <br /> Mr. Mary Hunter, a downtown business person, agreed with comments made by <br />Mr. Collins, Mr. Per~ and Mr. McCutcheon. Ms. Hunter said no alternatives have been <br />offered and said public transportation can work. <br /> <br /> Mr, Daniel Hine, Concord Drive, said that he lives only three blocks from the 250 <br />Bypass, but with trees as a buffer he does not hear the traffic. Mr. Hine suggested that <br />trees be added along the Parkway to reduce pollution and noise. Mr. Hine said he feels <br />the Parkway should be built and other tong-term solutions can then be explored. Mr. <br />Hines suggested that Council defer a vote and have a mass community meeting. Mr. <br />Hine said he thinks public transportation should be made more appealing. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the following consent <br />agenda was approved, by the following vote, with Ms. Richards abstaining from approval <br />of the minutes of June 7.
