160 <br /> <br /> Mr, Cox said there is no guarantee that other solutions will be found and that there <br />will be other roads in the system. <br /> <br /> Ms. Daugherty suggested that the CATS plan be changed to indicate Council's <br />support of an eastern connector. <br /> <br /> Mr. Cox said he would favor a 20~year moratorkun on expanding the road to four <br /> <br />lanes. <br /> <br /> Mr. Caravati suggested that the Comprehensive Plan be followed which states that <br />the Parkway will be built in conjunction with the western bypass. <br /> Mr. Cox said the issue of the western and eastern bypasses needs to beclarified <br />and resolved. <br /> Ms. Richards said that Mr. Cox~s suggestion would hold City neighborhoods <br />hostage to an Albemarle County decision, <br /> Mr. Cox suggested that exploration of an urban network be part of Council's <br />recommendation, Mr. Cox_recommended that a map of Charlottesville be studied to <br />determine which roads could be opened up to form an urban network, and offered River <br />Road as an example of a road that could possibly be continued. <br /> Mr. Caravati said it will be very difficult to protect the City with the <br /> Meadowcreek Parkway and he feels that regional arterial roads are needed. Mr, Caravati <br /> said that the growth is not in the City and feels the project should be coraingent on a <br /> regional network agreement. <br /> <br /> Mr. Toscano asked if Mr. Caravati acknowledges that there will be more cars on <br />Park Street if the Meadowcreek Parkway is not built, and Mr. Caravati said yes. <br /> Mr. Cox agreed that if the Meadowcreek Parkway is not built, there will be <br />congestion, but it will be up to the County to manage how to get from one area of the <br />CounV] to the next. <br /> Mr. Caravati said the City is the intersection of the planning district, and will <br />become more so if the Parkway is built. <br /> Mr. Toscano noted that the County has built a series of alternative roadways in <br />the last few years, and asked what is meant by a regional ne}work of roads, <br /> Mr. Cox said that the City could contract with a major planner to study and design <br /> a network of roads. <br /> <br /> Mr. Toscano asked Mr. Cox if he could support a two-laneMeadowcreek <br /> Parkway if certain conditions are met, and Mr. Cox said he could with a moratorium, <br /> Ms. Richards said she does not feel a fixed moratorium is compatible with other <br /> studies and plans. <br /> <br /> Ms, Daugherty said she does not think it is necessary to put a time limit on <br /> expansion of the road. Ms. Daughexty said she thinks it w~l be abig jobto sell the idea <br /> of altemmive transportation to the community. Ms. Daugherty said she is hearing a <br /> majority of Councilors supporting a two lane road, with a right-of-way for expansion. <br /> <br /> Mr. Cox said a V~o lane road is a failing solution~ <br /> <br /> Ms. Daugherty said that Mr. Cox is speaking in VDOT terms when he says the <br /> road is failing, <br /> <br /> <br />
