163 <br /> <br />it wilt landtock large parcels of land, which could possibly be purchased with the savings <br />to be used as additional parkland. <br /> <br />Mr. Cox asked if Council is tying parkland to the construction of the Parkway. <br /> <br /> Ms. Richards said she would agree that the road should be conditioned on having <br />a linear park and bike lanes the entire length of the Parkway. <br /> <br /> Ms. Daugherty suggested that a_general statement be made in the letter about <br />Council wanting more parkland through savings with the new design. <br /> <br /> Ms. Daugherty listed items agreed to by a majority or consensus: 1) Council <br />united in opposition to the VDOT design; a two lane road; right-of-way for four lanes; <br />tight intersection that allows pedestrian and bike crossing; 60 k design speed; build a fund <br />to expand the park beyond replacement acreage from savings and City/County; change <br />T~S to highlight .eastern connector; monitoring by expanded MPO design committee <br />(added later in-meeting). <br /> <br />Bike lanes <br /> <br /> It was the consensus of Council to support bikes lanes in both directions as welt <br />as a separate bike/pedestrian trail. <br /> <br />Lake <br /> <br />lake. <br /> <br />Other <br /> <br />It was the consensus of Council to approve Mr. Rieley's design and location for a <br /> <br /> Mr. Caravati asked Council to think about the possibility of an alternative road <br />surface treatment for the Parkway, at least for the City portion. <br /> <br /> Council made no commitment, but agreed to explore alternative road surface <br />treatments. <br /> <br /> Mr. Toscano noted that a citizen had brought up the idea that VDOT might erect <br />ceil towers along the Parkway and asked if that would be possible. <br /> <br /> Mr. Gouldman said VDOT could not erect cell towers along the portion of the <br />Parkway in the City. <br /> <br /> Council agreed to ask the County to join in an agreement that would prohibit cell <br />towers along the entire Parkway. <br /> <br /> Mr. Cox suggested that a fund be created through savings on the design to go to <br />public or alternative transportation modes. <br /> <br /> Mr. Toscano noted that any savings would be one time money and could not be <br />used for ongoing operational expenses. <br /> <br /> Ms Richards said she would support the proposal if VDOT is not willing to use <br />the money for parkland or a lake. <br /> <br /> Ms. Daugherty expressed concern that this would diffuse the request to use the <br />excess funds for parkland. Ms. Daugherty suggested that perhaps the right-of-way <br />reserved could be used for a trolley line. <br /> <br /> Project Monitoring <br /> <br /> Mr. Cox suggested that once we have-the political will to build a Parkway that a <br /> commission be created that. stays with the project from day one through construction, <br /> <br /> <br />
