Mr. Cox said he would like Mr. Tatum to consider a PUD, talk <br />to residents, and hopesthat he will welcome citizen participation in the design process. <br /> <br /> Mr. Caravati asked if k is anticipated that the site plan for this process will be <br />considered bythe Planning Commission, and Mr. Tatum said he expects that it will. <br /> <br /> Mr. Cox said that successful infill projects have had extensive public participation <br />and he hopes that this project will begin with public participation. <br /> <br /> It was agreed that the public hearing and consideration of the ordinance would be <br />continued until August 2. <br /> <br /> Mr. Cox pointed out that it is a decisive advantage for the City to be gaining 18 <br />acres of additional parkland in exchange for these three acres. <br /> <br /> Mr. Caravati said he would like to see the City increase its public notification of <br />land sales. <br /> <br /> Ms. Richards said she is dedicated to bringing neighborhoods into the process and <br />said Council may want to reconsider giving up its approval of the subdivision plan if the <br />development goes through the pi_ID process. <br /> <br /> Ms. Daugherty asked that Ms. Richards send a memorandum to Council giving <br />her logic about removing the subdivision plan approval. <br /> <br /> Mr. Cox said that the agreement has no mention of a committee to review the <br />design of the process, but Mr. Gouldman said that Council is free as part of their approval <br />process to get advice from any committee or individuals. <br /> <br /> Ms, Richards said that if Council is setting in motion a public process on the <br />design, which can be a very lengthy process, she would tike to free the exchange of land <br />from the subdivision approval. <br /> <br />REPORT: VISIT TO ATHENS, GEORGIA <br /> <br /> Mr. Satyench'a Huja, Director of Strategic Planning, reported on-the trip taken on <br />June 11 to Athens, Georgia by City, County, University and private business <br />representatives, called "A Journey of Learning," Mr. Huja said the purpose of the trip <br />was to learn new ideas from other communities that could be applied to Charlottesville, <br />and to allow an opportunity for collaborative thinking with ail participants. <br /> <br /> Mr. Cox asked if the arts and conference centers were ideas launched by City <br />government or private businesses in Athens, and Mr. Huja replied that most projects were <br />fUnded with City funds and were products of their unified government. <br /> <br />Mr. Cox asked if their local sales tax is somethingChartottesville could explore. <br /> <br /> Ms. Daugherty said she has spoken to Delegate Mitchell Van Yahres who said he <br />would be willing to support allowing for local sales taxes if they did not apply to food <br />sales. Ms. Daugherty said a referendum would be required prior to approval as well. <br /> <br /> Ms. Richards said she would like to know more about laws that govern <br />consolidating governments in Georgia. <br /> <br /> Mr. Cox noted that Athens limits unrelated persons in households to two and he <br />would like to explore reducing the limit in Charlottesville, especially in light of increased <br />enrollment at U. Va. Mr. Cox asked if any thought has been given to keeping the group <br />of people who visited Athens together which could lead to recommendations to the <br />Planning Commission or Council. <br /> <br />Mr. Huja said Mr. Cox's suggestion could be explored. <br /> <br /> <br />
