169 <br /> <br /> Mr. Cox said continued problems are occurring in subsidized housing and he <br />thinks police presence there needs to be reinforced. <br /> <br /> Mr. O'Connelt said he will provide information to Council showing how police <br />hours have been significantly increased. Mr. O'Connell said there are security issues at <br />some of the subsidized housing sites. <br /> <br /> Ms. Richards said she hears from residents that part of the problem is that some of <br />the residents are harboring drug dealers. <br /> <br /> Mr. Cox said that some of the problems relate to the lack of lease enforcement <br />and ineffectiveness of management. <br /> <br /> Mr. Cox said that Mr. Will Rietey, Meadowcreek Parkway consultant, forwarded <br />a request that traffic counts for the Parkway be reviewed as his traffic consultant feels <br />that V'DOT's numbers are skewed and do not take into account the lack of a western or <br />eastern bypass or the possibility ora major retailer at the end of 5th Street. Mr. Cox said <br />Mr. Rieley could help with information on what the real capacity of the road needs to be <br />and suggested that Council revisit the numbers. <br /> <br /> Ms. Richards said that years ago the MPO Policy Board requested traffic <br />breakdowns with and without other roads and Phase II of the Parkway and she thought <br />everyone had these numbers~ <br /> <br /> Mr. O'Connelt said one question is whether to move forward with a consultant the <br />City may not be using, and noted that Mr. Rieley has provided a proposal for the <br />additional work for a price of $12,000. Mr. O'Connell noted that he had received the <br />proposal but had not requested it. <br /> <br /> Mr. Toscano said he is curious about the logic of the analysis of the CATS data <br />and if the additional work is authorized where it would lead. Mr. Toscano asked if the <br />assumption is that the data is so flawed that even two lanes are not justified. <br /> <br /> Mr. Caravati said the basis of VDOT's design was its numbers and there may be <br />some flaw in their rationale and numbers. <br /> <br /> l~&. Cox said he is looking for information and hesees no fault in seeing the <br />consequences of Council's decision, and if the numbers are adjusted down it may be that <br />two lanes are adequate. <br /> <br /> Mr. Toscano asked Mr. Cox ifVDOT's projections prove to be low, could that <br />justify a four-lane Meadowcreek Parkway, and Mr. Cox answered yes. <br /> <br /> Mr. Cox announced that the Planning District Commission will be hosting a <br />public forum on light rail and public transit on July 15 from 7:00 to 9:00 p.m. at the <br />Jefferson area Board for Aging office. <br /> <br /> Mr. Cox said that the MPO will be updating the TIP and he would like feedback <br />from Council about it. Mr. Cox said Council may want to discuss it in a work session. <br /> <br />Mr. O'Connell said copies of the TIP wilt be sent to Council this week. <br /> <br /> It was agreed that an economic development work session ~vould be held the end <br />of August and Council's annual retreat would be held the weekend of September 18. <br /> <br /> Mr. Cox said he would like clarity on an issue raised about giving VDOT any <br />easement which -would assure the future expansion of the Parkway. Mr. Cox asked what <br />the easement would mean and what options exist for future Council. <br /> <br /> Mr. Gouldman said it wilt not be an easement to VDOT, but VDOT Will acquire <br />the right-of-way for four lanes, but will only build two lanes.
