172 <br /> <br />PUBLIC HEA~G[ORDINANCE: QUITCLAIM GAS EASEMENT TO VDOT <br />(ROUTE 250 EAST - PETER JEFFERSON PLACE) <br /> <br /> Mr. Clyde Gouldman, City Attorney, explained that the City acquired easements <br />in 1998 for the installation of natural gas lines in the Peter Jefferson Parkway and the <br />Department of Transportation is now .prepared to accept this roadway into the state <br />highway system. <br /> <br /> The public hearing wasopened, but as there were no speakers, the public hearing <br />was dosed. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Toscano, the ordinance entitled <br />"AN ORDINANCE TO ~QUITCLAIM NATURAL GAS-LINES LOCATED IN PUBLIC <br />RIGHT-OF-WAY ON PETER ~ERSON PARKWAY (ROUTE 250 EAST) TO THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION" was offered and carried over to <br />the next meeting for consideration. <br /> <br />,REPORT: COMMISSION ON CHIt,DREN AND FAMILIES <br /> <br /> Mr. Jim Peterson, Executive Director of Region Ten Community Services Board <br />and Chair of the Commission on Children and Families (CCD, explained that the <br />Commission on Children and Families was established in_the spring of t998 to unify the <br />area's planning efforts for children and families, and to bring new focus to the localities' <br />efforts to make Charlottesville and Albemarle a healthy place-to raisea family. Mr: <br />Peterson said the Commission has begun efforts in the following areas: 1) identifying <br />and supporting priority issuesbased on community need; 2) measuring the health of the <br />community and raising the visibility of children and families; 3)providing reliable <br />information on planning effo~s and services to children and. families; 4) providing <br />comprehensive planning and funding guidance; and 5) coordinating setwices for better <br />results and accountability. <br /> <br /> Mr. Richard Merriwether, member of the CCF, reviewed the workgroups and <br />committees of the Commission. <br /> <br /> Dr. David Dickens, a member of the CCF and chair .of the data management <br />group, explained that stepping stones wilt be established in order to measure the health of <br />the community. Dr. Dickens said that a"Guide to Youth Services" has been developed <br />by the Commission and is available in booklet form and on the website. <br /> <br /> Ms. Saphira Baker, Director of CCF, said that the Commission is takdng steps to <br />provide funding and planning guidance for youth serving agencies, and to manage and <br />coordinate state and local funds dedicated to therapeutic, foster care, and juvenile justice <br /> <br /> Responding to a question from Mr. Toscano, Dr. Dickens said that data will be <br />updated annual, and while the data will be available next year, tl~ trend lines over a four <br />to five year period wilt be most important. <br /> <br /> Ms. Richards asked if the Commission has been involved in discussions about the <br />proposed juvenile detention facility and said she would l~e to be able to provide <br />intervention to juvenile at the site as much as possible. <br /> <br /> Ms. Martha Carroll, CFF member representing Court Services, said that there has <br />been coordination and continuing dialogue between the Commission and the juvenile <br />detention center committee. <br /> <br /> Ms. Richards asked if the Commission feels that there are opportunities for <br />approaching state representatives to get funding for those kinds of services which the <br />state will not cu~enfly fiend. <br /> <br /> Ms. Linde Peacock, member of the Commission and Assistant City Manager, said <br />that as the committee goes forward with the design of the facility, there may- be some <br /> <br /> <br />
