I8,9 <br /> <br /> WItEREAS, the Piedmont Housing Alliance and the City of Charlottesville are <br />currently working together to revitalize the redevelop a one block area along 9th Street in <br />the City of Charlottesville; <br /> <br /> BE IT RESOLVEI) by the Council of the City of Charlottesville, Virginia that <br />the Piedmont Housing Alliance may apply on behalf of the City of Charlottesville for <br />$t00,000 IN Virginia Derelict Structures funds to be used for the acquisition, demolition, <br />and removal of the following properties: 1) 301 9t~ Street; 2) 3 t 1 9th Street; 3) 3t5 9~ <br />Street; and 4) 904 Grove Street. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Charlottesville, <br />Virginia agrees to allocate at least $100,000.00 in local and/or HOME funds toward the <br />9~h Street Revitalization and Redevelopment Project to furnish I00% matching funds <br />required by the Derelict Structures Fund program; provided, however, that each dollar <br />paid by the City to Piedmont Housing Alliance pursuant to a contract between those two <br />parties dated August 1~ I999, terms of which are incorporated herein, will count toward <br />the City's local match .obligation under this state program- and that therefore City funds <br />other than those paid Piedmont through the August 1a contract shall not be required. <br /> <br />ORDINANCE: "AN ORDINANCE TO QUITCLAIM NATURAL <br />GAS LINES LOCATED tN PUBLIC RIGHT-OF-WAY ON PETER <br />JEFFERSON PARKWAY (ROUTE 250 EAST). TO THE VIRGEXYIA <br />DEPARTMENT OF TRANSPORTATION" (2~a reading). <br /> <br />PUBLIC <br /> <br /> Mr. John Gaines said there appears to be some urgency to the neighborhood <br />safety issue, and said he feels three to four weeks is a long time to wait to receive a <br />response. <br /> <br /> Mr. Caravati said the issue is much more complex for a quick fix and other issues <br />are involved other than police issues. <br /> <br /> Mr. Gaines said major crimes are occurring and residents are crying out for help, <br />and he thinks some short-term things could be put in place. Mr. ~aines said he <br />understands the Council wanting to hring more moderate and high income people into the <br />City, but is leery of using CDBG funds for that purpose. Mr. Gaines said that the bridge <br />on gt~ street appears to be in need ofmvair. Mr. Gaines asked if the community will be <br />involved in discussions about putting a traffic circle at the intersection of Grady and <br />Preston Avenues. <br /> <br /> Mr, O'Connett said that the traffic circle is being looked at to see if it would even <br />work for the area, and if so, the community will be involved prior to making a decision. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Richards ~d she will be going on a fact finding trip to Seattle, Washington, <br />sponsored and paid. for in part by the Virginia Transit Association to help -plan for transit <br />in the future. Ms. P/Chards extended-an invitation for another Councik~ to join the <br />group. <br /> <br /> Ms. Daugherty announced that here will be no August 16th meeting and a <br />economic development work session will be held on August 30t~. <br /> <br /> Ms. Daugherty said that a special event will be held in City Hail on August 26th <br />recognizing Women's Equality Day, and will feature paintings by Frances Brand, <br /> <br /> Ms. Daugherty said the City has been asked to sponsor the Junior Bike Tour next <br />summer, which would involve committing to a small expenditure of funds, approximately <br />$5,000 to $6,000 for lodging for participants. <br /> <br /> <br />
