190 <br /> <br /> Mr. Toscano asked that more information on the cost and how the City would <br />expect to benefit be sent to Council prior to making a decision. <br /> <br /> Mr. Caravati said he would also like to know what other cities have agreed to <br />participate. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Toscano, Council voted (Ayes: Mr. <br />Caravati, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. Absent: Mr. Cox) <br />to meet in closed session for the purpose of considering the acquisition of real property <br />for public purpose, or the disposition of publicly held property, when discussion in an <br />open meeting would adversely affect the bargaining position or negotiating strategy of <br />the City, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and more <br />specifically described as property on Water Street; and for the purpose of consultation <br />with legal counsel and briefings by staff members, consultants or attorneys on two <br />matters pertaining to actual or probable litigation, where such briefing in an open meeting <br />would adversely affect the negotiating or litigating position of the City, each as <br />authorized by Section 2. t ~344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Caravati, certified (Ayes: Mr. Caravati, M~ Daugherty, Ms. Richards, Mr. Toscano. <br />Noes: None. Mr. Watts said that <br />infrastructure can be used ,as a catalyst for development. The parking supply and demand <br />study will be completed in the next six months. <br /> <br /> Mr. Watts said he would like to pursue developing a loan/grant pool for <br />technology companies and asked if Council would like him to pursue this. Mr. Watts <br />discussed workforce development for tectmology companies and ideas to increase <br />tourism, including locating a visitors center downtown. <br /> <br /> <br />
