190 Mr. Toscano asked that more information on the cost and how the City would expect to benefit be sent to Council prior to making a decision. Mr. Caravati said he would also like to know what other cities have agreed to participate. On motion by Ms. Richards, seconded by Mr. Toscano, Council voted (Ayes: Mr. Caravati, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. Absent: Mr. Cox) to meet in closed session for the purpose of considering the acquisition of real property for public purpose, or the disposition of publicly held property, when discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as property on Water Street; and for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys on two matters pertaining to actual or probable litigation, where such briefing in an open meeting would adversely affect the negotiating or litigating position of the City, each as authorized by Section 2. t ~344(A)(7) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Toscano, seconded by Mr. Caravati, certified (Ayes: Mr. Caravati, M~ Daugherty, Ms. Richards, Mr. Toscano. Noes: None. Absent: Mr. Cox) that, to the best of each members knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. THE PROPOSED AGENDA IS AS FOLLOWS: Work session: Economic Development Closed meeting as provided by Section 2.1-344(A) of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox (signed) BASEMENT ,CONFERENCE ROOM - August 30, 1999 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Mr. Aubrey Watts, Director of Economic Development, presented an overview of economic development successes and opportunities. Mr. Watts reviewed undeveloped and underdeveloped-City land and asked for Council feedback on whether to pursue marketing those properties. Mr. Watts said that infrastructure can be used ,as a catalyst for development. The parking supply and demand study will be completed in the next six months. Mr. Watts said he would like to pursue developing a loan/grant pool for technology companies and asked if Council would like him to pursue this. Mr. Watts discussed workforce development for tectmology companies and ideas to increase tourism, including locating a visitors center downtown.
