195 <br /> <br /> Ms. Katherine Peaslee, 2~a Street, N~W., said that she objects to the proposal, not <br />on the grounds of what Council is doing, but they way they, are doing it. Ms. Peaslee said <br />that the development of McGuffey Hill was a much better process and had a lot of citizen <br />participation. Ms. Peaslee said the City should go back to the drawing board on the <br />proposal. <br /> <br /> Mr. Robin Johnson, 1028 Cottonwood Road, said that the process of going to the <br />park system for housing is flawed. Mr. Johnson said the trail is accessible from the trail <br />and he thinks it is flawed to say the three acres are not used. Mr. Johnson said the City <br />should build trails through the property and make it more accessible. <br /> <br /> Mr. John Potter, President of the Locust Grove NeighborhoodAssociation, asked <br />those in the audience opposing the proposal to stand and a large number stood. Mr. <br />Potter said he is dismayed that the City would degrade one neighborhood in this way. <br />Mr. Potter said he supports increasing middle income housing, but feels there are many <br />other vacant and underutilized properties in the City, and sited two proposals being <br />developed, the treatment plant site and the co-housing as good developments. Mr. Potter <br />said developing parkland is unnecessary. Mr. Potter said he thinks there is a serious <br />problem with the City's application to the federal and state governments regarding the <br />exchange. <br /> <br /> Ms. Jill Lemar, 945 Locust Lane, said she will be most affected by the <br />development because the road into the development will be very close to her house. Ms. <br />Lemar said she has letters from neighbors who say they use the three acres. Ms~ Lemar <br />said she thinks it is inappropriate to develop this land. <br /> <br /> Ms. Carie Moran expressed agreement with comments made by Mr. Hanberry and <br />Mr. Potter. <br /> <br /> Ms. Connie Cotton, 1614 Hardwood Avenue, said there is wildlife in the park and <br />she vehemently opposes using parkland for development. Ms. Cotton said she thinks the <br />proposed housing prices are too expensive for middle-income housing. <br /> <br /> Mr. Clarence McClymonds, 601 Locust Avenue, said he would like to see a foot <br />bridge to Pen Park and suggested that the access road to the development be put further <br />down hilt to reduce the inconvenience 'to current residents. <br /> <br /> Mr. Francis Fife, 50t 9th Street, S.W., opposed the land swap, Mr. Fife said the <br />Rivanna Trails Foundation is attempting to build a trail system and he is concerned the <br />development will affect the trails. Mr. Fife said Council will be setting a bad precedent <br />by taking the parkland. Mr. Fife said he thinks the land adjacent to Riverview Park is <br />overvalued as most of it is in the flood plain. <br /> <br /> Mr. David Holtman, 1043 Locust Avenue, opposed the swap. Mr. Holtman said <br />the best way to attract middle income families is to improve greenspace. Mr. Holtman <br />said the City should provide better access to this property and should develop other land. <br /> <br /> Mr. Stan Tatum, proposed developer of the property, said he feels neighborhoods <br />are strengthened by new housing, and noted-that the number of houses were reduced in <br />response to neighborhood concerns. Mr. Tatum said that the size of the entrance road can <br />be reduced to 24 feet which will decrease the impact on Ms. Lemar's property. Mr. <br />Tatum said that he does not think the three acres is a park and is isolated unless you live <br />on land immediately abutting it or trespass to access it. Mr. Tatum said he feels the land <br />has limited-recreational value and the development wilt not destroy the trails. Mr. Tatum <br />noted that five acres of the property will be maintained as greenspace. Mr. Tatum said <br />the specific requ~ements of the land exchange have been met and Riverview Park will be <br />expanded. <br /> <br /> Ms. Brynn Potter, 1208 Bland circle, said that residents allow passage of people <br />through their property to access the site and she feels the remoteness of it is a quality that <br />draws people there. Ms. Potter asked Council to preserve the park as children need <br />wildlife and space. <br /> <br /> <br />
