Absent: Mr. Caravati and Ms. Richards. <br /> <br /> Mr. Jim Tolhert, Director of Neighborhood Planning and Development Services, <br />provided an overview of the proposed Comprehensive Plan development process. Mr. <br />Tolbert said the plan isproposed to he totally different from previous plans and will be <br />neighborhood based. Staff will work with neighborhoods to develop individual <br />neighborhood plans which will then be meshed with the overall goals of the city. The <br />neighborhood plans will be appendices to the actual Comprehensive Plan In addition, <br />staff will work -with tess organized neighborhoods to help them develop leadership. Staff <br />and Planning Commission members will divide up to work in individual neighborhoods. <br />Mr. Tolbert said that the plan will be a 20 year document, with one, five and ten year <br />programs. StaffwilI be collecting an inventor3~ of items for the ptanto help have a better <br />feel for the neighborhoods, and a resource book ofcity services will he developed. Mr. <br />Tolbert said that one shortcoming is that t990 census data will have to be used. <br /> <br /> Mr. Tolbert explained that other studies will be taking place over the next several <br />months and they will need to he blended in with the Comprehensive Plan: the corridor <br />study (being done in conjunction with Economic Development) (will analyze existing <br />conditions and how best to capitalize on what currently exists; will recommend what <br />could go there, how it should look, and how it will work with the adjacent <br />neighborhood); the parking study (will look at needs and demand downtown and on West <br />Main Street); and transportation, tvlr~ Tolbert said we need to back up and look at the <br />entire transportation system and needs rather than just react to issues. Traffic calming <br />requests have been looked at in a vacuum. Mr. Tolbert said most issues that staffhear <br />from neighborhoods revolve around transportation. This study will be done in-house <br />with existing ~staff. <br /> <br /> Mr. Cox asked if we should be looking at traffic reduction in- the corridor study <br />areas, and Mr. Tolbert said we should look at what the demand would he of any <br />development and then figure out if alternative transportation is feasible. <br /> <br /> <br />
