Caravath seconded by <br />Mr. Toscan0, certified (Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. <br />Toseano. Noes: None.) that, to the best of each member's knowledge, (i) only pubtie <br />business matters lawfully exempted from open meeting requiremems by Virginia law <br />were discussed in the executive meeting to which this certification resolution applies, and <br />(ii) only su(n public business matters as were idemified in the motion convening the <br />executive meeting were heard, discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - November 15, 1999 <br /> <br /> Council met in regular sessiOn on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS <br /> <br />Ms. Daugherty recognized November as Literacy Volunteer Month. <br /> <br /> Ms. Joan Atbiston, Acting President of Literacy Volumeers, accepted the <br />proclamation and thanked Council for their continued support which enables them to <br />serve I30 to 150 adults every year. <br /> <br />PUBLIC <br /> <br /> Mr; Jim Wooten, Jefferson Park Circle, Co-Chair of the City's Historic Resources <br />Task Force, sad he hopes Council wilt support seeking additional grant funds for the <br />Corm Square Initiative. Mr. Wooten, who is Curator of Ashlawn-Higblands, invited <br />Council to activities celebrating the 200~ anniversary of James Monroe moving to <br />Ashlawn. <br /> <br /> Ms. Sonja Morton, 603 Prospect/~ccenue, a fourth grade teacher, asked Council to <br />address issues of gunshots, violence, vandalism, gambling and drags in her <br />neighborhood. <br /> <br /> Ms. Daugherty said meetings have occurred with residents of Pro~l~ect Avenue <br />and will continue. <br /> <br /> Rev. Mark Belites,. Minor Ridge Road, suppofl~t additional funding for the Court <br />Square Initiative. Mr. Beliles, organizer of Governor Jefferson's Thanksgiving Festival, <br />held November 12-14, said that thousands of people attended the Festival. <br /> <br /> Mr. Mark Cavot, 400 Altamont Street, said he is not happy with what is <br />happening at 400 W. High Street. Mr. Cavot said concern was expressed at the site plan <br />meeting hecause of the plan to put in five units, but no second meeting was held because <br />the plans were changed to eliminate the five units at this time. Mr. Cavot said eleven <br />parking spaces are being added on the property. <br /> <br /> Mr. Greg Jackson said that the MPO design committee was stunned at the VDOT <br />des~gn presented for the Meadowcreek Parkway. Mr. Jackson said that STAMP <br />continues to oppose the Parkway. Mr. Jackson said someone should oversee the project <br />and Council should support a tree comprehensive trans~rtation plan. <br /> <br /> Ms. Daugherty said that the IvlPO design committee is preparing their commems <br />for VDOT. <br /> <br /> Ms. Karen Kaster, representing the Belmont Neighborhood Association, said that <br />a meeting will be held on November 22 regarding the residential development proposed <br />for the CSX site. <br /> <br /> Mr. Cox said he would like to discuss the concern about the Prospect Avenue <br />neighborhood and the Meadowcreek Parkway at the end of the meeting. <br /> <br /> <br />
