243 <br /> <br /> Mr. Toscano said that everyone is displeased with the design VDOT presented <br />and that has been conveyed to VDOT. Mr. Toscano said he feels the City has strong <br />oversight of the project. <br /> <br /> Mr. O'Connell reminded Council and the public of the meeting on November 18t~ <br />with Council and the Board of Supervisors to discuss long-term water supply issues. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Mr. Toscano. Noes: None.) to meet in a closed <br />session for the purpose of appointing members to various City boards or agencies, as <br />authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of consultation <br />with legal counsel and briefings by staff members, consultants or attorneys on two <br />matters pertaining to actual or probable litigation, where such briefing inn an open <br />meeting would adversely affect the negotiating or litigating position of the City, each as <br />authorized by Section 2. t-344(A)(7) of the Virginia Code; and the substance of another <br />matter to be discussed- can reasonably be identified as follows: changes in certain local <br />government boundaries, and related alternatives. A closed session on this subject is <br />authorized by Section 15.2-2907(D). <br /> <br /> Council reconvened in open session and, on motion by Ms, Richards, seconded by <br />Mr. Caravati, certified (Ayes: Mr. Caravati, Mr: Cox, Ms. Daugherty, Ms. Richards, Mr. <br />Toscano. Absent: Ms. Richards and Mr. Toscano. <br /> <br />Presentation: Director, Rivanna Water and Sewer Authority <br /> <br /> Mr. Art Petrini, Director of the Rivanna Water and Sewer Authority, reviewed the <br />permit process and projected demand increases for the City, Albemarle County and <br />University of Virginia through the year 2050. <br /> <br /> Mr. Petrini said that alternatives under consideration to improve the efficiency of <br />existing water resources include: 1) dredge South Fork Rivanna River Reservoir; 2) <br />decrease sedimentation into South Fork Rivanna River Reservoir; 3) revise downstream <br />release regime at South Fork Rivanna River Reservoir; 4) 4' crest controls on South Fork <br />Rivanna dam; 5) 8' crest controls on South Fork Rivanna dam; 6) use South Fork Rivanna <br />River Reservoir as pumped storage reservoir; 7) 5' draw down of Chris Greene Lake; 8) <br />20' draw down of Chris Greene Lake; 9) use Chris Green Lake as pumped storage <br />reservoir; 10)dredge Sugar Hollow Reservoir; 11) indirect reuse; I2) water conservation; <br /> <br /> <br />
