246 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, December <br />6, I999 AT 6:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA tS AS FOLLOWS: <br /> <br />Closed meeting as provided by Section 2. !-344(P0 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - December 6, 1999 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />a closed session for the purpose of appointing members to various City boards or <br />agencies, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property near Page <br />Street; for the purpose of consultation with legal counsel and briefings by staff members, <br />consultants or attorneys on a matter pertaining to actual or probable litigation, where such <br />briefing in an open meeting would adversely affect the negotiating or litigating position <br />of the City, as authorized by Section 2.1-344(AX7) of the Virginia Code. The substance <br />of another matter to be discussed can reasonably be identified as follows: changes in <br />certain local government boundaries, and related alternatives. A closed sessionon this <br />subject is authorized by Section 15.2-290709). <br /> <br /> Council reconvened in open session and, on motion by Ms. Richards, seconded by <br />Mr. Caravati, approved the following certification of closed meeting by the following <br />vote: Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None. <br /> <br /> WItEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2L344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE 1T RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted fi:om open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER- DeCember 6,1999 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />PImLIC <br /> <br />There were no matters by the public. <br /> <br /> <br />
