256 <br /> <br />to hang out on the streets and there is clearly a need for youth services at the Blue Ridge <br />Commons and a need to create, a healthy family environment. <br /> <br /> Ms. Richards said the night youth programs at Buford School are a possibility to <br />explore as well as pursuing increasing home ownership. Ms. Richards said she likes the <br />concept of using the City's legal power to deal with illegal drug use and feels that <br />pressure needs to be put on the Blue Ridge Commons management. <br /> <br /> Mr. O'Connell said that staff will be experimenting with recreational opportunities <br />in Forest Hills Park. <br /> <br /> Mr. Caravati said he has been talking with representative of the Charlottesville <br />Ten Miler and they will be asking Council to sponsor the event in the coming year. Mr. <br />Caravati said the event will involve minimal financial obligation, mostly use of the police <br />to block streets for the race. <br /> <br /> Ms. Richards said that there was a discussion at the last Metropolitan Planning <br />Organization (MPO) meeting, as a result of the disagreement between the Meadowcreek <br />Parkway Design Committee and VDOT about the proposed design, that the City might be <br />able to use its discretionary powers to create an understanding with Albemarle County to <br />control the design of their portion of the road as well. A formal agreement could be <br />written to give the City design control and to insure a compatible design. Ms. Richards <br />said terms of an agreement could be worked on and the issue could be discussed again at <br />an MPO meeting. <br /> <br /> Mr. Cox suggested that the proposal be circulated to Council to see if they want it <br />pursued at the next MPO meeting. <br /> <br /> Ms. Richards said that the County las not totally agreed to hiring a consultant for <br />the Meadowcreek Parkway. <br /> <br /> Ms. Daugherty said the City may have to proceed with hiring a consultant without <br />the County. <br /> <br /> Mr. Cox suggested that other issues being discussed by the MPO also be <br />circulated to Council. <br /> <br /> Mr. Cox said that with five upco~g appointments to the Board of Architectural <br />Review, he feels strongly that Council should have a public discussion of what works and <br />what is needed on the BAR. Mr. Cox said that the BAR's profile and importance are far <br />greater than they used to be. <br /> <br />Ms. Daugherty said Council can have a brief discussion at the next meeting. <br /> <br /> Ms. Richards said that Council may need to considering interviewing applicants <br />for the BAR. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of appointing members to various City boards or agencies, <br />as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of <br />considering the acquisition of real property for publ~ purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property near Page <br />Street; f-or the purpose of consultation with legal counsel regarding specific legal matters <br />requiring the provision of legal advice as authorized by Section 2.1-344(A)(7) of the <br />Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Ms. Richards, approved the following certification of closed meeting by the following <br />vote: Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano.
