259 Ms. Daugherty said she shares Mr. Toscano's view and feels the Council will back the School Board up on what they do, and asked that the School Board keep the Council abreast of what they are doing. Mr. Cox said an important component is having broad based community partners and he hopes the School Board will not shy away t~om their harshest critics. Dr. Symons said the preliminary thinking about the process is to first have program managers submit where they can make changes. Then the School Board and administrative staffwould review the issues. Dr. Symons said he thir&s a very small,. perhaps ten, group of objective thinkers would look at the issues, including trade-offs and consequences. An education vehicle with the larger community would occur at the same time. Dr. Symons said a multiple year strategy and plan is needed. Ms. Daugherty said she strongly supports the goal of increasing teacher salaries. Ms. Richards said Council's role should be to participate as part of the community, not as political leaders having oversight of the School Board. Ms. Richards said it is important to recognize the independence of school boards. Dr, Symons said there is a need to address performance evaluations as increases are considered and plans to give increased attention to this. The meeting was adjourned. Presi4~nt COUNCIL CHAMBER - December 20, 1999 Council met in regular session on this date with the following members present: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. PUBLIC There were no matters by the public. RESOLUTION: ENDORSING VOLUNTARY DISMISSAL OF REVERSION LITIGATION Mr. Clyde Gouldman, City Attorney, explained that since the public hearing held on December 6th, the citizen group has filed a motion for a non-suit, which has been signed by the judges, and the suit has ended. Two resolutions before Council are Resolution "A" which is similar to the one presented at the public hearing, without the language "decking town status" and wording suggested by Garrett Smith, attorney for the petitioners; and Resolution "B" which is similar but broadens the groups thanked. Ms. Richards made a motion to approve Resolution "B" as she feels the tone is more conciliatory, more appreciative of others, and includes more about local government and the down sides of reversion. Mr. Toscano seconded the motion. Ms. Daugherty said she will support Resolution "B." Ms. Daugherty said that Council has studied reversion for five years in great depth and she is not wilLing to support reversion even though it has laudable goals. Ms. Daugherty said she feels it is time for voluntary negotiation with Albemarle County. Mr. Caravati said that in some ways he prefers Resolution "A" because its language is cleaner, but will support Resolution "B." Mr. Caravati said he feels the portion about working with Albemarle County could be more forceful.
