Staff first looked at the cost to underground utilities
on Water and Market Street and all sidestreets to the mall, approximately $12.5 rcfillion.
If the undergrounding was funded through the utility surcharge, the average residential
customer would see a monthly increase of $27 (if paid in one year) or $5 (if paid over 30
years) and commercial customers would see a monthly increase of $260 (if paid in one
year) or $46 (if paid over 30 years). Ms. Mueller said the impact is substantial and
does not include the cost ofundergrounding utilities other than Virginia Power. In
researching other communities and trends, staff found that some local governments are
taking over the undergrounding process and are including undergrounding in the site plan
process. Ms. Mueller noted that the TEA 21 grants under consideration will also include
undergrounding projects. Ms. Mueller said that staff suggest that the area on West Main
