269 <br /> <br /> WIIEREAS, in accordance with Commonwealth Transportation Board <br />construction allocation procedures, it is necessary that a request by resolution be received <br />from the local government or state agency in order that the Vkginia Department of <br />Transportation program a transportation enhancement project in the City of <br />Charlottesville. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Charlottesville <br />requests the Commonwealth Transportation Board to establish a project for Phase II of <br />Historic Court Square. <br /> <br /> BE IT FURTHE RESOLVED that the City of Charlottesville hereby agrees to <br />pay a minimum of 20 percent of the total cost for planning and design, right of way and <br />construction of this project, and that, if the City of Charlottesville subsequently elects to <br />cancel this project the City of Charlottesville hereby agrees to reimburse the Virginia <br />Department of Transportation for the total amount of costs expended by the Department <br />through the date the Department is notified of such cancellation <br /> <br /> Mr. Toscano made a motion to approve the TEA 21 grant application for <br />pedestrian enhancements downtown. Mr. Caravati seconded the motion. <br /> <br /> Ms. Richards said a lot of effort has been put into the Court Square study and we <br />do not yet know that the overall cost will be. Ms. Richards said she would rather put <br />more resources into that project than apply for funds to underground elsewhere. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Satyendra Huja, Director of <br />Strategic Planning, said that the Court Square application includes undergrounding. <br /> <br /> Mr. Caravati suggested that the way to proceed may be to designate Court Square <br />as the first priority. <br /> <br /> Mr. Huja noted that experience has shown that no more than $500,000 in TEA 21 <br />grants are awarded. <br /> <br /> Mr. Toscano noted that it was a compromise on the part of Council to pursue both <br />Court Square and undergrounding downtown. <br /> <br /> Ms. Richards said that undergrounding at Court Square is critical to its success. <br />Ms. Richards said if it is true that $1 million will not be awarded for one project then she <br />will support'the second application. <br /> <br /> The resolution authorizing the TEA 21 grant application for pedestrian <br />enhancements downtown was approved by the following vote. Ayes: Mr. Caravati, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None.
